서울시는 5일 '녹지생태도심 선도 사업 서소문빌딩 재개발 사업 착공식'을 열고, 지난 3년간 서소문 일대 3개 지구 재개발과 함께 추진한 녹지생태도심 재창조 전략 성과를 발표했다. 착공식에는 오세훈 서울시장, 김인제 서울시의회 부의장, 김길성 중구청장, 삼성생명 대표이사 등 사업 관계자와 지역 주민 150여명이 참석했다.
◆ 녹지공간 226% 확대, 서울광장 8배 규모 조성
서울시는 흩어져 있던 개별지구 녹지를 '하나의 정원'으로 연결하는 도심 녹지공간 통합조성계획을 추진했다. 서소문빌딩 재개발 사업의 녹지형 개방 공간은 보행로를 포함해 당초 8010㎡에서 226% 늘어난 1만8140㎡로 확보됐다.
현재 서소문 일대를 비롯해 양동구역(서울역 앞), 수표구역(을지로3가 일대) 등 총 36개 지구에서 녹지생태도심 재창조 전략이 적용된 정비사업이 진행 중이다. 사업이 모두 완료되면 서울광장의 약 8배(10만㎡)에 달하는 대규모 민간 녹지가 확충된다.
◆ 2030년 문화·녹지 복합 업무지구로 변신
서소문빌딩 재개발 사업(서울역-서대문 1·2구역 1지구)은 중구 순화동 7번지 일대에 지하 8층~지상 38층 업무·문화 복합시설을 조성하는 도시정비형 재개발로, 2030년 6월 준공을 목표로 추진된다.
재개발이 완료되면 서소문 일대는 문화와 녹지를 품은 대규모 혁신 업무지구로 재탄생한다. 서소문빌딩 오피스 면적은 당초 대비 약 3.5배, 수용 인원은 3배 가량 늘어날 전망이다.
강북권 최초 클래식 전문 공연장도 들어선다. 1980년대 개관 이래 음악·무용 등 공연 문화를 선도해온 호암아트홀은 1100석 규모 클래식 공연장으로 재탄생해 도심 서측의 랜드마크로 자리매김할 전망이다.
오세훈 시장은 "오늘 착공은 단순한 개발사업이 아니라 서울이 녹색도시로 다시 태어나는 도심 전환의 출발점"이라며 "규제 완화와 인센티브로 도시에 활력을 불어넣고 녹지를 확보하는 새로운 재창조 모델 '녹지생태도심' 전략을 통해 서울 전역을 녹색 네트워크로 연결하고 글로벌 녹색도시로 발돋움시키겠다"고 밝혔다.

Seoul city held the 'Green Ecological Urban Center Leading Project Seosomun Building Redevelopment Project Groundbreaking Ceremony' on the 5th and announced the achievements of the green ecological urban recreation strategy promoted along with the redevelopment of three districts in the Seosomun area over the past three years. About 150 people attended the groundbreaking ceremony, including Seoul Mayor Oh Se-hoon, Seoul City Council Vice Chairman Kim In-je, Jung-gu District Mayor Kim Gil-seong, Samsung Life Insurance CEO, project officials, and local residents.
◆ Green space expanded by 226%, creating area 8 times size of Seoul Plaza
Seoul city promoted an integrated urban green space creation plan to connect scattered individual district green spaces into 'one garden.' The green-type open space of the Seosomun Building redevelopment project, including walkways, was secured at 18,140㎡, a 226% increase from the original 8,010㎡.
Currently, maintenance projects applying the green ecological urban recreation strategy are underway in a total of 36 districts, including the Seosomun area, Yangdong district (in front of Seoul Station), and Supyo district (Euljiro 3-ga area). When all projects are completed, large-scale private green spaces equivalent to approximately 8 times Seoul Plaza (100,000㎡) will be expanded.
◆ Transformation into culture and green complex business district by 2030
The Seosomun Building redevelopment project (Seoul Station-Seodaemun Districts 1 and 2, Zone 1) is an urban maintenance-type redevelopment that creates an 8-story basement to 38-story above-ground business and cultural complex facility in the area of 7 Sunhwa-dong, Jung-gu, and is promoted with a completion target of June 2030.
When redevelopment is completed, the Seosomun area will be reborn as a large-scale innovative business district embracing culture and green space. The office area of Seosomun Building is expected to increase approximately 3.5 times compared to the original, and the capacity is expected to increase approximately 3 times.
Gangbuk's first classical music-only concert hall will also open. Hoam Art Hall, which has led performance culture including music and dance since opening in the 1980s, is expected to be reborn as a 1,100-seat classical music concert hall and establish itself as a landmark in the western part of the city center.
Mayor Oh said "Today's groundbreaking is not a simple development project but the starting point of urban transformation where Seoul is reborn as a green city," and stated "Through the new recreation model 'Green Ecological Urban Center' strategy that revitalizes the city through deregulation and incentives while securing green space, we will connect all of Seoul with a green network and take a leap forward as a global green city."
