인천 강화도에서 대북 전단 살포를 시도한 교회 목사와 남녀 8명이 검찰에 넘겨졌다.
인천경찰청 반부패경제범죄수사대는 항공안전법과 재난 및 안전관리 기본법 위반 혐의로 목사 40대 남성 A씨를 비롯한 신도 및 지인 등 20~50대 남녀 9명을 불구속 송치했다고 31일 밝혔다.
A씨 등 9명은 지난 6월 13일 강화도에서 대북 전단 등이 달린 대형 풍선 10개를 살포한 혐의를 받는다. 풍선에는 선교 목적의 전단을 포함해 한국 영화와 드라마를 담은 USB, 과자 등이 담겨 있었다. 날려진 풍선 중 3개는 다음 날 강화군 하점면과 양사면, 김포 하성면에서 발견됐다.
경찰 조사 결과 이들은 '선교 목적이었다'고 진술했으며, 탈북민 단체 소속이나 배후 세력은 확인되지 않았다.
강화군은 지난해 11월 대북 전단 살포 시도를 막기 위해 위험 구역으로 설정했다. 행정명령을 어기면 1년 이하 징역이나 1000만원 이하의 벌금에 처한다.

A church pastor and eight men and women who attempted to send anti-North Korea leaflets from Ganghwa Island, Incheon were handed over to the prosecution.
The Incheon Metropolitan Police Agency's Anti-Corruption and Economic Crime Investigation Unit announced on the 31st that it sent nine men and women in their 20s to 50s, including Pastor A, a man in his 40s, and his congregation members and acquaintances, to the prosecution without detention on charges of violating the Aviation Safety Act and the Framework Act on the Management of Disasters and Safety.
The nine, including A, are suspected of releasing 10 large balloons carrying anti-North Korea leaflets on Ganghwa Island on June 13. The balloons contained missionary leaflets, USBs with Korean movies and dramas, and snacks. Three of the released balloons were discovered the next day in Hajeom-myeon and Yangsa-myeon, Ganghwa-gun, and Haseong-myeon, Gimpo.
Police investigation revealed they stated it was for "missionary purposes," with no confirmation of affiliation with North Korean defector organizations or backing forces.
Ganghwa-gun was designated as a danger zone last November to prevent anti-North Korea leaflet release attempts. Violations of the administrative order are punishable by imprisonment of up to one year or a fine of up to 10 million won.
