인천광역시의회는 최근 열린 제304회 임시회 제2차 본회의에서 '인천광역시교육청 기초학력 보장 조례안'을 최종 의결했다. 27일 시의회 교육위원회에 따르면 김종배 의원(국민의힘·미추홀구4)이 대표 발의한 이 조례안은 학습 격차를 조기에 발견하고 공교육이 책임지는 지원체계를 강화하는 내용을 담았다.
이번 조례는 '기초학력 보장법'에 근거해 인천 지역 학생들의 기초학력을 안정적으로 보장하고, 학습 격차를 사전에 예방하기 위한 공교육 안전망을 제도적으로 강화한다.
조례는 교육감의 기초학력 보장 시책 수립·시행 책무(제3조), 매년 시행계획 수립 의무화(제5조), 기초학력진단검사 지원 및 개인정보 보호 조치(제6조), 학습지원대상학생 맞춤형 교육 및 외부기관 연계(제7조), 학습지원센터 설치·운영 근거(제9조), 기초학력 보장위원회 설치 및 정책 자문 구조 마련(제10조) 등을 포함했다.
김종배 의원은 "기초학력은 학생의 권리이자 교육의 출발선이며, 단 한 명의 학생도 학습에서 소외돼서는 안 된다"며 "이번 조례를 통해 학습 격차를 빠르게 발견하고, 공교육이 책임지는 지원체계를 더욱 공고히 하겠다"고 밝혔다.
이번 조례는 공포 절차를 거쳐 시행된다. 인천시교육청은 기초학력 보장 계획 수립과 지원체계 정비에 본격 착수한다.

The Incheon Metropolitan City Council passed the final vote on the 'Incheon Metropolitan Office of Education Basic Academic Achievement Guarantee Ordinance' at the second plenary session of the 304th extraordinary session held recently. According to the city council's Education Committee on the 27th, this ordinance, proposed by Councilor Kim Jong-bae (People Power Party, Michuhol-gu 4), contains measures to detect learning gaps early and strengthen the support system for which public education is responsible.
This ordinance is based on the 'Basic Academic Achievement Guarantee Act' and institutionally strengthens the public education safety net to stably guarantee basic academic achievement for students in the Incheon region and prevent learning gaps in advance.
The ordinance includes the superintendent's responsibility to establish and implement basic academic achievement guarantee policies (Article 3), mandatory annual implementation plan establishment (Article 5), support for basic academic achievement diagnostic tests and personal information protection measures (Article 6), customized education for learning support target students and linkage with external organizations (Article 7), grounds for establishing and operating learning support centers (Article 9), and establishment of a Basic Academic Achievement Guarantee Committee and policy advisory structure (Article 10).
Councilor Kim Jong-bae stated, "Basic academic achievement is a student's right and the starting line of education, and not a single student should be excluded from learning," adding, "Through this ordinance, we will quickly detect learning gaps and further solidify the support system for which public education is responsible."
This ordinance will be implemented after the promulgation procedure. The Incheon Metropolitan Office of Education will begin in earnest to establish a basic academic achievement guarantee plan and reorganize the support system.
