인천광역시교육청은 27일 제4회 공유재산심의회를 열고 '공유재산 임대료' 요율을 기존 5%에서 1%로 인하하기로 결정했다. 시교육청은 장기화된 경기침체로 인한 소상공인 등의 임대료 부담을 완화하기 위해 이번 결정을 내렸다고 밝혔다.
시교육청은 「인천광역시 교육비특별회계 소관 공유재산 관리 조례」에 따라 통상 5% 이상의 요율을 적용해 왔다. 최근 개정된 「공유재산 및 물품 관리법 시행령」에 따라 재난 피해뿐 아니라 경기침체 상황에서도 소상공인의 임대료 부담을 줄일 수 있도록 범위를 확대했다.
시교육청은 이번 결정에 따라 예산을 확보한다. 2025년 제2회 추가경정예산안이 인천시의회 제305회 제2차 정례회에서 확정되면, 12월 중으로 각 학교와 기관을 통해 소상공인 등 임차인에게 환급할 예정이다.
도성훈 교육감은 "매출 감소와 폐업 증가로 어려움을 겪는 소상공인의 현실을 깊이 공감한다"며 "임대료 인하와 환급이 실질적인 도움이 될 수 있도록 신속한 안내와 집행에 최선을 다하겠다"고 밝혔다.

The office will secure the budget according to this decision. Once the 2nd supplementary budget for 2025 is confirmed at the 2nd regular session of the 305th Incheon City Council, refunds will be made to small business owners and other tenants through each school and institution during December.
Superintendent Do Seong-hoon stated, "I deeply empathize with the reality of small business owners suffering from declining sales and increasing business closures," adding, "We will do our best to provide prompt guidance and implementation so that rental rate reductions and refunds can provide practical assistance."
