국회 문화체육관광위원장 김교흥 국회의원(인천 서구갑)이 인천 강화의 고려시대 역사와 유물을 되찾기 위한 활동을 본격화했다.
17일 국정감사 현장시찰 일정으로 여야 위원들과 함께 수도권문화유산연구센터를 방문하며 구체적인 추진 방향을 밝혔다.
지난 5월 개원한 수도권문화유산연구센터는 서울·인천·경기 지역 문화유산 조사·연구와 출토 유물 보존 관리를 위해 설립되었으나, 현재 내부는 비어 있는 상태다. 김 의원은 “수도권문화유산연구센터에 강화 고려 왕릉군과 유적, 유물을 보관해야 한다”며 “보관 공간 부족으로 전국에 흩어진 강화 출토 유물도 이곳으로 모아야 한다”고 강조했다. 이어 공주박물관 사례를 언급하며, “관람창과 관람데크를 갖춘 ‘보이는 수장고’로 조성하면 유물 보존과 활용을 동시에 달성할 수 있다”고 덧붙였다.
김 의원은 또한 “보이는 수장고에 고려 유물과 강화 출토 유물을 무료로 개방해 시민에게 교육과 체험 기회를 제공해야 한다”며 “연간 관광객 2천만 시대를 열 수 있는 기반이 될 것”이라고 설명했다. 나아가 남북이 고려 궁터를 공동 연구·아카이빙할 경우, 강화가 남북관계 개선의 새로운 돌파구가 될 수 있다는 비전을 제시했다.
한편, 김 의원은 국립강화고려박물관 건립 추진에도 속도를 내고 있으며, 지난 9월 국회에서 관련 토론회를 개최하고 문화체육관광부와 내년도 국립강화고려박물관 기본계획 수립에 필요한 국비 편성을 협의 중인 것으로 알려졌다.

Rep. Kim Gyo-heung Launches Initiative to Reclaim Scattered Goryeo Heritage in Ganghwa
Plans for Visible Storage at Capital Region Cultural Heritage Research Center Aim to Boost Education and Tourism
Rep. Kim Gyo-heung (Incheon Seo-gu Gap), chairman of the National Assembly’s Culture, Sports and Tourism Committee, has initiated efforts to reclaim Goryeo-era historical relics and heritage in Ganghwa, Incheon. On October 17, he visited the Capital Region Cultural Heritage Research Center with committee members as part of an on-site inspection during the parliamentary audit.
Opened in May, the research center was established to survey and study cultural heritage in Seoul, Incheon, and Gyeonggi, as well as preserve excavated artifacts. However, the interior remains largely empty. Rep. Kim emphasized the importance of housing Goryeo royal tombs, relics, and artifacts from Ganghwa, noting that many artifacts currently scattered nationwide should be consolidated at the center. He also proposed creating a “visible storage” with viewing windows and decks, similar to Gongju National Museum, to balance preservation with public access.
Rep. Kim further suggested that making these artifacts freely accessible to the public would offer educational and hands-on opportunities, while positioning Ganghwa as a tourism hub capable of attracting up to 20 million visitors annually. He highlighted that joint research and archiving of Goryeo palace sites with North Korea could serve as a potential breakthrough in inter-Korean relations.
In addition, Rep. Kim is actively promoting the establishment of the National Ganghwa Goryeo Museum. In September, he hosted a National Assembly forum to discuss the museum, and is currently coordinating with the Ministry of Culture, Sports and Tourism on securing national funding for next year’s basic planning.
