◆ 유해야생동물 먹이주기 금지구역 10곳 지정

고양특례시는 9일 올해부터 10개 공공장소를 '유해야생동물 먹이주기 금지구역'으로 지정한다고 밝혔다.

금지구역은 화정역 광장, 일산문화광장, 노래하는 분수대, 마두역 광장, 주엽역 광장, 대화역 광장, 낙민공원, 설촌어린이공원, 강송언덕공원, 원당역 일원 등이다.

고양시는 2025년 9월 30일 제정한 '고양시 유해야생동물에 의한 피해 예방 및 관리에 관한 조례'에 따라 이번 조치를 시행한다. 비둘기, 까마귀, 까치 등 유해야생동물로 인한 악취, 건물 훼손, 질병 전파 피해를 줄이기 위한 목적이다.

◆ 7월 1일부터 과태료 부과…최대 100만원

고양시는 2026년 1월부터 6개월간 계도기간을 운영한다. 7월 1일부터 금지구역 내에서 비둘기 등 유해야생동물에게 먹이를 주는 행위에 대해 과태료를 부과한다.

위반 시 1차 20만원, 2차 50만원, 3차 이상은 최대 100만원이 부과된다.

고양시는 현장에 안내 배너 설치를 완료했다. 계도기간 동안 시민 인식 개선을 위한 홍보 활동과 현장 점검을 병행한다.

◆ 도심 생태계 관리와 환경 개선 추진

고양시 관계자는 "먹이주기 금지는 야생동물을 배척하기 위한 것이 아니라, 사람과 동물이 모두 안전하게 공존하기 위한 최소한의 약속"이라고 말했다.

고양시는 이번 정책을 통해 야생동물들이 자연 속에서 스스로 먹이를 찾도록 유도한다. 먹이 주변으로 모여드는 비둘기 등으로 인한 위생문제도 함께 해결할 계획이다.

◆ 10 No-Feeding Zones for Harmful Wildlife Designated

Goyang Special City announced on the 9th that it will designate 10 public spaces as 'no-feeding zones for harmful wildlife' starting this year.

The no-feeding zones include Hwajeong Station Plaza, Ilsan Culture Square, Singing Fountain, Madu Station Plaza, Juyeop Station Plaza, Daehwa Station Plaza, Nakmin Park, Seolchon Children's Park, Gangsong Hill Park, and Wondang Station area.

Goyang City implements this measure in accordance with the 'Goyang City Ordinance on Prevention and Management of Damage by Harmful Wildlife' enacted on September 30, 2025. The purpose is to reduce damage such as foul odors, building damage, and disease transmission caused by harmful wildlife including pigeons, crows, and magpies.

◆ Fines Starting July 1…Up to 1 Million Won

Goyang City will operate a grace period for six months starting January 2026. Starting July 1, fines will be imposed for feeding harmful wildlife such as pigeons in the no-feeding zones.

Violations will result in fines of 200,000 won for the first offense, 500,000 won for the second offense, and up to 1 million won for the third offense or more.

Goyang City has completed installing information banners at the sites. During the grace period, the city will conduct promotional activities to improve citizen awareness and on-site inspections.

◆ Urban Ecosystem Management and Environmental Improvement

A Goyang City official said, "The feeding ban is not to reject wildlife, but a minimum promise for people and animals to coexist safely."

Through this policy, Goyang City will encourage wildlife to find food on their own in nature. The city plans to resolve hygiene problems caused by pigeons gathering around feeding areas.
