◆ 코이카 2026년 통합적 개발협력 원년 선언

장원삼 코이카(KOICA·한국국제협력단) 이사장이 1일 신년사를 통해 2026년을 통합적 개발협력 실행의 원년으로 선언했다. 장 이사장은 협력국·파트너·국민·정부를 향한 4대 비전과 중점 실행 방향을 제시했다. 장 이사장은 "공적개발원조(ODA) 사업 현장에서 축적된 국제적 신뢰는 대한민국의 외교·경제·안보 역량으로 되돌아올 것"이라며 "협력국 수요와 한국 강점을 결합한 미래성장형 프로그램으로 개발협력 성과를 만들겠다"고 밝혔다.

◆ 4대 실행 방향…통합 ODA 전담 조직 신설

비전 실현을 위한 4대 중점 실행 방향도 제시했다. 통합적 ODA 추진 체계 혁신, 전략적 ODA를 중심으로 한국 강점의 미래 확장, 성과 창출을 위한 조직 재구성과 체질 개선, 글로벌 난제 해결 지원 및 보편적 가치와 연대 실현이다. 장 이사장은 "올해 국가 차원의 무상원조 분절화 해소에 기여하고 개발협력이 대한민국의 외교적 자산으로 작동하도록 제도·조직·절차를 정비하겠다"고 말했다. 통합적 ODA 전담 조직 신설과 코이카를 플랫폼으로 한 무상원조 시행기관과의 공공협력사업 확대도 강조했다. 장 이사장은 "2026년 2월 발표 예정인 제4차 국제개발협력 기본계획(2026~2030)을 토대로 AI·디지털·K컬처 등 한국 비교우위를 상생의 개발성과로 연결하는 전략적 ODA를 확대하겠다"고 밝혔다.

Chairman Jang said, "This year, we will contribute to resolving national-level grant aid fragmentation and reorganize systems, organizations, and procedures so that development cooperation functions as Korea's diplomatic asset." He also emphasized establishing an integrated ODA dedicated organization and expanding public cooperation projects with grant aid implementing agencies using KOICA as a platform. Chairman Jang stated, "Based on the 4th International Development Cooperation Master Plan (2026-2030) scheduled for announcement in February 2026, we will expand strategic ODA that connects Korea's comparative advantages such as AI, digital, and K-Culture to mutual development outcomes."
