◆ 특별교부세 35억 원 확보

인천광역시 계양구는 행정안전부로부터 2025년도 하반기 특별교부세 35억 원을 확보했다고 밝혔다. 이번 특별교부세는 최근 3년간 계양구가 지원받은 규모 가운데 가장 큰 수준이다. 행정안전부는 세수 감소 등으로 어려운 재정 여건 속에서도 지역 현안 해결을 위한 사업의 필요성과 시급성 등을 종합적으로 검토해 특별교부세를 배정했다.

◆ 6개 사업에 재원 투입

확보된 재원은 6개 사업에 투입될 예정이다. 계양산전통시장 주차환경 개선 사업에 20억 원, 계양구 노인복지관 환경개선 지원 사업에 5억 원, 효성노인문화센터 환경개선 지원 사업에 3억 원, 효성1동 행복마을 가꿈사업에 3억 원, 작전역 견인보관소 주차환경 개선사업에 2억 원, 고양골 공영주차장 내 견인보관소 이전 설치 사업에 2억 원이 각각 배정됐다. 해당 사업들은 전통시장 이용 편의 제고, 노인복지시설 환경 개선, 주거 및 주차 여건 정비 등 주민 생활과 밀접한 분야를 중심으로 추진된다.

◆ 안정적 재정 운용 기대

계양구는 이번 특별교부세 확보를 통해 외부 재원을 활용함으로써 구비 부담을 일부 완화하고 보다 안정적인 재정 운용에 도움이 될 것으로 보고 있다. 윤환 구청장은 "확보된 재원을 바탕으로 각 사업을 계획에 따라 차질 없이 추진해 주민 불편을 줄이고 생활 여건 개선에 실질적인 도움이 되도록 하겠다"며 "앞으로도 지역 여건을 고려한 재원 확보와 합리적인 재정 운용에 지속적으로 힘쓸 계획"이라고 밝혔다.

◆ 3.5 Billion Won Special Grant Tax Secured

Gyeyang-gu, Incheon Metropolitan City announced it has secured 3.5 billion won in special grant tax for the second half of 2025 from the Ministry of the Interior and Safety. This special grant tax is the largest amount Gyeyang-gu has received in the past three years. The Ministry of the Interior and Safety allocated the special grant tax after comprehensively reviewing the necessity and urgency of projects to resolve local issues despite difficult fiscal conditions due to declining tax revenues.

◆ Funds Allocated to 6 Projects

The secured funds will be invested in six projects. The Gyeyangsan Traditional Market parking environment improvement project receives 2 billion won, the Gyeyang-gu Senior Welfare Center environment improvement support project receives 500 million won, the Hyoseong Senior Culture Center environment improvement support project receives 300 million won, the Hyoseong 1-dong Happy Village improvement project receives 300 million won, the Jakjeon Station tow storage parking environment improvement project receives 200 million won, and the Goyangol public parking lot tow storage relocation project receives 200 million won respectively. These projects are centered on areas closely related to residents' lives, including improving convenience for traditional market users, improving senior welfare facility environments, and improving housing and parking conditions.

◆ Expectations for Stable Fiscal Management

Gyeyang-gu expects that securing this special grant tax will help partially reduce the district's financial burden by utilizing external resources and enable more stable fiscal management. District Mayor Yoon Hwan stated, "Based on the secured funds, we will proceed with each project according to plan without delay to reduce inconvenience for residents and provide practical help in improving living conditions," adding, "We will continue to work on securing funds considering local conditions and rational fiscal management."
