◆ 아시아 최초 OK Marine 인증 시험기관 지정
인천광역시(시장 유정복)는 바이오플라스틱 지원센터 구축사업의 시험평가 인증기관인 한국건설생활환경시험연구원(KCL, 원장 천영길)이 아시아 최초로 유럽의 'OK Biodegradable Marine(OK Marine)' 인증 시험기관으로 공식 지정됐다고 밝혔다.
이번 성과는 인천시가 2021년부터 추진해 온 '바이오플라스틱 지원센터 구축사업'의 결실이다. KCL은 지난 5월 바이오매스 함량을 검증하는 'OK Biobased' 인증 시험기관으로 아시아 최초 지정된 데 이어 또 한 번 국제 인증 분야에서 성과를 거뒀다.
◆ 국내 기업 해외 인증 비용·기간 절감
OK Marine 인증은 플라스틱 제품이 해양 환경에서 자연적으로 생분해되는지를 검증하는 유럽 국제 공인 시험·인증 제도다. 해양 플라스틱 오염 문제가 전 세계적으로 부각되면서 친환경 소재 제품의 글로벌 시장 진출을 위한 핵심 요건으로 주목받고 있다.
그동안 국내 기업들은 해외 수출을 위해 유럽 현지 시험기관을 통해 인증 절차를 진행해야 했다. KCL이 OK Marine 인증 시험기관으로 지정됨에 따라 국내 기업들은 인증시험을 국내에서 직접 수행할 수 있게 돼 연구개발(R&D) 기간 단축과 해외 인증 비용 절감이 기대된다.
이번 OK Marine 인증은 '성적서 상호인정 시스템'이 적용된다. 한국환경산업기술원이 운영하는 국내 환경표지인증(EL724, 생분해성 수지 제품) 취득 과정에서 확보한 시험 데이터를 OK Marine 해외 시험 인증 심사에 활용할 수 있다.
◆ 인천시 "글로벌 인증 허브 도시로 도약"
이남주 인천시 미래산업국장은 "이번 해양 생분해 인증 시험기관 지정은 인천시가 추진하는 친환경 산업구조 전환과 미래산업 육성 전략을 실질적으로 구현한 결과"라며 "인천이 친환경 바이오산업 분야의 글로벌 인증 허브 도시로 도약할 수 있도록 지원 기반을 지속적으로 확대해 나가겠다"고 밝혔다.
인천시는 이번 성과를 바탕으로 바이오 기반 제품에 대한 시험·평가·실증 지원을 강화하고 국비 확보를 통한 후속 사업 추진 등 친환경 바이오산업 생태계 조성을 위한 노력을 지속할 계획이다.

Incheon Metropolitan City (Mayor Yoo Jeong-bok) announced that the Korea Conformity Laboratories (KCL, President Cheon Yeong-gil), the testing and certification agency for the Bioplastics Support Center project, has been officially designated as the first testing agency in Asia for Europe's 'OK Biodegradable Marine (OK Marine)' certification.
This achievement is a result of the 'Bioplastics Support Center Construction Project' that Incheon has promoted since 2021. Following its designation as Asia's first 'OK Biobased' certification testing agency last May for verifying biomass content, KCL has achieved another significant milestone in international certification.
◆ Reduced Overseas Certification Costs and Time for Domestic Companies
OK Marine certification is a European international accredited testing and certification system that verifies whether plastic products naturally biodegrade in marine environments. As marine plastic pollution has become a global issue, this certification is gaining attention as a key requirement for eco-friendly products entering global markets.
Previously, domestic companies had to go through certification procedures via European testing agencies for overseas exports. With KCL's designation as an OK Marine certification testing agency, domestic companies can now conduct certification tests domestically, reducing R&D periods and overseas certification costs.
This OK Marine certification applies a 'mutual recognition system for test reports.' Test data obtained during the process of acquiring domestic eco-label certification (EL724, biodegradable resin products) operated by the Korea Environmental Industry & Technology Institute can be used for OK Marine overseas certification reviews.
◆ Incheon City: "Leap Forward as Global Certification Hub City"
Lee Nam-ju, Director of Incheon's Future Industry Bureau, said, "This designation as a marine biodegradation certification testing agency is a practical implementation of Incheon's eco-friendly industrial restructuring and future industry development strategy. We will continue to expand the support base so that Incheon can leap forward as a global certification hub city in the eco-friendly bio-industry sector."
Incheon plans to strengthen testing, evaluation, and demonstration support for bio-based products based on this achievement and continue efforts to create an eco-friendly bio-industry ecosystem through securing national funding for follow-up projects.
