◆ 민주당, 지방선거 공천 기준 당규 통과…도덕성·범죄 전력 심사 강화

더불어민주당이 내년 지방선거를 앞두고 공천 기준을 담은 당규를 통과시켰다. 민주당은 21일 지난 19일 열린 최고위원회 회의에서 해당 당규가 통과됐다고 밝혔다. 공천심사는 당선 가능성·도덕성·면접·기여도·정체성·의정활동 능력 등을 토대로 진행된다. 후보자 부적격 심사 대상에는 강력 범죄, 성폭력·성매매 범죄, 가정폭력·아동학대 범죄 등이 포함됐다. 뇌물, 알선수재, 공금횡령, 정치자금법 위반, 성범죄 등으로 금고 및 집행유예 이상 형이 확정되거나 하급심에서 유죄 판결을 받고 재판 중인 자도 부적격 대상이다.

◆ 여성·청년·장애인 가산점 확대…중증장애인 30%, 여성·청년 25%

공천 심사 가점 비율도 정해졌다. 중증장애인에게는 30% 가점이 적용된다. 여성과 만 35세 이하 청년에게는 25% 가점이 부여된다. 만 36~40세 청년과 정치신인에게는 20%, 만 41~45세 청년에게는 15% 가점이 적용된다. 현재 민주당 소속 경기도 내 광역·기초 단체장 중 여성 단체장은 전무하다. 민주당 여성정치참여확대위원회와 전국여성위원회는 19일 국회 의원회관에서 '2026년 6·3 지방선거 여성대표성 확대를 위한 토론회'를 개최했다.

백혜련 위원장은 "정청래 당대표도 지난 선거 때 30% 의무 공천을 약속한 만큼 그 약속을 지키라고 촉구하겠다"고 말했다.

◆ ITS 비리 수사 현역 도의원 5명…민주당 소속 4명 '촉각'

이번 당규 개정이 경기도 정치권에 미칠 영향에 관심이 쏠린다. 현재 경찰은 '지능형교통체계(ITS) 비리 의혹'으로 현직 도의원 5명을 수사 중이다. 이 중 민주당 소속이 4명이다. 이들은 이기환 전 도의원에게서 ITS 민간 사업자 A씨를 소개받아 골프 향응과 금품 등을 받은 혐의를 받고 있다. 수사 결과에 따라 현역 도의원들의 연임 도전에 변수로 작용할 전망이다. 민주당이 범죄·비위 전력 배제 기준을 강화한 만큼 수사 결과가 공천 심사에 직접적인 영향을 미칠 수 있다.
