◆ 굴포천 생태하천 복원사업 준공
인천 부평구 굴포천이 약 30년 만에 살아있는 하천으로 재탄생했다. 인천시는 17일 콘크리트로 덮여 있던 굴포천의 생태하천 복원사업을 마치고 준공식을 개최했다. 준공식에는 유정복 인천시장과 차준택 부평구청장 등이 참석해 테이프 커팅을 진행했다. 굴포천은 그동안 오염된 물로 인한 악취와 환경 문제로 주민 민원이 끊이지 않았던 곳이다.
◆ 주차장 사라지며 불법주차 2배 급증
주민들의 반응은 엇갈렸다. 부평구에서 40년간 거주한 최영(79) 씨는 "예전에는 콘크리트 아래 고인 물에서 악취가 심하게 났다"며 "이제는 부평구 환경이 깨끗해져서 만족스럽다"고 했다. 그러나 복원 전 약 350대를 주차할 수 있던 공간이 사라지면서 주차난이 발생했다. 굴포천 인근 아파트에 거주하며 편의점을 운영하는 이태승(56) 씨는 "외부 차량들이 아파트에 무단으로 주차하는 일이 잦아졌다"고 말했다. 해당 아파트 관리사무소에 따르면 하루 평균 불법주차 단속 건수가 10건 이하에서 20건 이상으로 2배가량 늘었다.
◆ 주민·상인 "득이 실보다 많다" 기대감
불편 속에서도 주민들은 득이 더 많다고 평가했다. 이기영(65) 씨는 "주차난에도 불구하고 굴포천 복원으로 인해 얻은 득이 실보다 많다"며 기대감을 보였다. 굴포천 인근에서 도장 가게를 운영하는 김형식(85) 씨는 "부평 상권이 죽고 있는 상황이기 때문에 굴포천을 찾는 사람들이 늘어나 다시 상권이 살아났으면 좋겠다"고 했다. 부평서초등학교에 재학 중인 김수민(12) 양은 "하교할 때마다 길이 예뻐져서 기분이 좋다"고 했다. 차준택 부평구청장은 "장기간 주차장 폐쇄와 공사로 불편을 감수한 주민들께 감사드린다"며 "굴포천 복원과 도시재생 뉴딜 사업, 혁신센터 조성을 통해 부평 지역 경제에 활력을 불어넣겠다"고 밝혔다.

However, parking difficulties arose as the space that could accommodate approximately 350 cars before restoration disappeared. Lee Tae-seung (56), who lives in an apartment near Gulpocheon and operates a convenience store, said "External vehicles frequently park illegally in the apartment." According to the apartment management office, the average daily number of illegal parking enforcement cases increased about twofold from less than 10 to more than 20.
◆ Residents and Merchants Expect "Benefits Outweigh Inconveniences"
Despite the inconveniences, residents evaluated that benefits are greater. Lee Ki-young (65) showed expectations, saying "Despite the parking difficulties, the benefits gained from Gulpocheon restoration outweigh the losses." Kim Hyung-sik (85), who operates a stamp shop near Gulpocheon, said "Because Bupyeong's commercial district is dying, I hope more people visit Gulpocheon and the commercial district revives." Kim Su-min (12), a student at Bupyeongseo Elementary School, said "I feel good because the road has become prettier every time I leave school." Bupyeong-gu Mayor Cha Jun-taek stated "I thank residents who endured inconveniences from long-term parking lot closure and construction" and added "We will inject vitality into Bupyeong's regional economy through Gulpocheon restoration, Urban Regeneration New Deal project, and Innovation Center establishment."
