◆ 운영 장소 및 이용 방식
설치 장소는 중심상가 로데오거리, 금정역 앞, 당정근린공원 등 시민 유동 인구 많은 지점 3곳이다. 시민들은 휴대전화 인증으로 1인 1일 1개 핫팩을 무료로 받는다.
자판기는 24시간 운영된다. 새벽·야간 한파 취약층 시민도 언제든 이용 가능하도록 설계됐다. 이용 이력 관리가 가능한 스마트 시스템으로 공정하고 효율적인 운영을 보장한다. 제공 핫팩은 KC 안전확인 인증을 받은 제품으로 안전성과 신뢰성이 확보됐다.
◆ 예산 확보 및 향후 계획
총사업비는 5500만 원이다. 경기도 재해구호기금 지원사업으로 선정돼 전액을 경기도 보조금으로 충당한다. 시 재정 부담은 없다.
군포시는 향후 운영 결과와 시민 만족도를 종합 분석해 사업 확대 여부를 검토할 방침이다. 군포시 관계자는 "폭염에는 '얼음땡', 한파에는 '핫뜨거'라는 명확한 정책으로 시민이 체감하는 자연재난 대응을 추진하고 있다"고 밝혔다.

◆ Operating Locations and Usage Method
Installation sites are three locations with high citizen foot traffic: Rodeo Street in the central shopping district, in front of Geumjeong Station, and Dangjeong Neighborhood Park. Citizens receive one free hot pack per day through mobile phone authentication.
Vending machines operate 24 hours daily. The system accommodates citizens vulnerable to cold waves during early morning and late night hours. A smart system capable of managing usage records ensures fair and efficient operations. Provided hot packs are products certified by KC safety verification, ensuring safety and reliability.

Total project cost is 55 million won. Selected for Gyeonggi Province's Disaster Relief Fund support project, the entire budget is secured through provincial subsidies. Gunpo City bears no financial burden.

A Gunpo City official stated, "We are implementing natural disaster response policies that citizens can feel firsthand through clear messaging—'Eol-eum-ttaeng' for heat waves and 'Hot-tteu-geo' for cold waves."
