고양특례시(시장 이동환)가 2026년부터 2030년까지 추진할 스마트농업 정책 방향을 담은 '스마트농업 육성 기본계획'을 수립했다. 시는 15일 이를 공식 발표했다.
시는 도시 기반 스마트농업 전환을 위해 100만 평 규모의 혁신권역 조성을 추진한다. 생산·거주·연구·실증·유통을 연계하는 농업혁신 허브 조성을 검토한다.
이번 계획은 「고양시 스마트농업 육성 및 지원에 관한 조례」를 근거로 마련했다. 시는 기후변화와 농업 인력 감소에 대응하기 위해 4개 주요 과제를 제시했다.
첫째, 도심형 스마트농업 실증기반을 구축한다. 공공시설 등 도시 유휴공간을 활용한 스마트농업 모델을 확대하고, 지하보도 중심의 도심형 스마트팜 운영체계를 정착시킨다.
둘째, 민간 중심 스마트농업 생태계를 조성한다. 스마트팜 기술 기업과 협력해 운영·관리 체계를 고도화하고, 지식산업센터 기반 스마트팜 확산을 지원한다.
셋째, 고부가가치 특화작목을 실증하고 기술을 고도화한다. 딸기·와사비·버섯 등 고부가가치 작목 중심 실증을 확대하고, 지하보도 환경 등 지역 특성을 활용한 재배 모델을 개발한다.
넷째, 스마트농업 혁신권역(가칭)을 구축한다. 100만 평 규모 혁신권역 기반으로 스마트농업 관련 기업 유치를 추진한다. 시는 농림축산식품부 스마트농업 육성지구 공모 대응을 위한 기반도 단계적으로 마련할 예정이다.
시 관계자는 "기본계획을 바탕으로 관계 기관과 협력을 지속하며 지역 여건에 맞는 스마트농업 전환을 추진할 것"이라고 밝혔다.

Second, the city will create a private-led smart agriculture ecosystem. It will collaborate with smart farm technology companies to advance operational and management systems, and support the expansion of smart farms based on knowledge industry centers.
Third, the city will conduct practical experiments on high-value specialty crops and advance technology. It will expand demonstration projects centered on high-value crops such as strawberries, wasabi, and mushrooms, and develop cultivation models utilizing regional characteristics such as underground passage environments.
Fourth, the city will establish a smart agriculture innovation zone (tentative name). Based on a 100-million-pyeong-scale innovation zone, the city will promote the attraction of smart agriculture-related companies. The city plans to gradually establish a foundation to respond to public announcements from the Ministry of Agriculture, Food and Rural Affairs regarding smart agriculture promotion districts.
