서울 서초구(구청장 전성수)는 반려동물 유실·유기 방지와 동물등록 참여율 제고를 위해 시행 중인 ‘동물등록 자진신고제’를 올해부터 연 2회로 확대 운영했다고 밝혔다.

서초구는 2013년 동물등록제 도입 이후 2019년부터 매년 2개월간 자진신고와 1개월 집중단속을 연 1회 실시해 제도를 정착시켜 왔다. 올해는 이를 2회로 확대해 ▲1차 5~6월 자진신고와 7월 집중단속 ▲2차 9~10월 자진신고와 11월 집중단속으로 운영했다.

1차 기간(5~6월) 등록 건수는 302건으로 4월 대비 5월 3%, 6월 10% 증가했다. 2차 기간(9~10월)은 290건이 등록돼 8월 대비 9월 38%, 10월 36% 증가하며 등록률이 크게 향상됐다.

집중단속은 반려견 동반 외출이 많은 반포천, 양재천, 양재근린공원 일대에서 진행됐다. 서초구 명예동물보호관 3명이 참여해 반려견 등록 여부와 목줄 착용 등 기본 준수사항을 점검했으며, 총 87명을 확인한 결과 위반 사례는 없었다.

서초구는 지난 4월 지역 내 동물영업소·주민센터·공동주택·홈페이지 등을 통해 펫티켓 홍보 캠페인을 실시했다. 또한 최근 2년 이상 변경 신고가 없는 반려견 소유자 약 9천 명을 대상으로 자진신고 안내 문자를 발송해 참여를 독려했다.

이 같은 정책 효과로 올해 12월 기준 서초구 유기 동물 발생 건수는 85마리로, 전년 대비 32% 감소하며 서울 자치구 중 최저 수준을 기록했다.

전성수 구청장은 “자진신고제 확대와 꾸준한 현장점검으로 성숙한 반려문화가 정착되길 기대한다”며 “사람과 동물이 공존하는 도시를 만들기 위해 최선을 다하겠다”고 말했다.

Campaign Boosts Registration Rate and Reduces Abandoned Pets by 32%

The Seocho-gu Office in Seoul (Mayor Jeon Seong-soo) announced that it has expanded the voluntary pet registration program to twice a year to prevent pet losses and abandonments and to raise participation in animal registration.

Since the introduction of the animal registration system in 2013, Seocho-gu has conducted a two-month voluntary reporting period followed by a one-month intensive inspection annually since 2019. Beginning this year, the schedule was expanded to two cycles: the first from May to July and the second from September to November.

During the first period (May–June), a total of 302 pets were registered, marking a 3% increase in May and a 10% increase in June compared to April. In the second period (September–October), 290 registrations were recorded, showing a 38% rise in September and a 36% rise in October from the previous month.

The intensive inspection took place around Banpo Stream, Yangjae Stream, and Yangjae Neighborhood Park, where pet walks are frequent. Three honorary animal protection officers joined the inspection team to check registration and leash compliance among pet owners. No violations were found among 87 individuals inspected.

In April, Seocho-gu also conducted an extensive “pet etiquette” promotion campaign through pet shops, community centers, apartment complexes, and the district website. In addition, about 9,000 dog owners who had not updated their registration in over two years received text message reminders during the two reporting periods.

As a result, the number of abandoned pets in Seocho-gu reached 85 as of December, a 32% drop from the previous year — the lowest among Seoul districts.

Mayor Jeon said, “Through expanded voluntary reporting and continuous field inspections, we aim to foster a mature and responsible pet culture. We will continue working to build a city where people and animals coexist harmoniously.”
