◆ 대설 대응 문제점 진단

경기도가 대설 대응 시스템 전반을 손본다. 경기도는 10일 '대설 대응체계 개선안'을 마련해 즉시 시행한다고 밝혔다. 지난 4일 눈으로 도내 주요 도로에서 대규모 정체가 발생한 데 따른 조치다.

경기도에 따르면 4일 오후 4시 30분경 북서부 지역부터 눈이 내리기 시작했다. 예상보다 눈구름이 빠르게 이동하면서 제설제 사전 살포가 충분히 이뤄지지 못했다. 오후 6시 무렵 퇴근 차량이 집중되며 교통 정체가 심화됐다. 제설차량도 정체에 갇혀 계획된 구간과 횟수대로 제설작업을 수행하지 못했다. 제설 지연과 고장 차량이 겹치면서 일부 도로는 자정 이후까지 교통 장애가 이어졌다.

◆ 재난안전대책본부 컨트롤타워 기능 강화

경기도는 도 재난안전대책본부의 지휘·조정 기능을 강화한다. 백령도·황해도 등 인근 지역의 강설 상황과 눈구름 이동 속도를 고려해 권역별 제설제 사전 살포 시간을 구체적으로 명시한다. 기존에는 강설 전 '사전 살포' 지시만 내리고 실제 살포 시점과 방법은 시·군 자율에 맡겼다.

앞으로 경기도는 시·군별 주요 도로 제설제 살포 현황을 직접 점검한다. 시·군 경계 구간의 제설 시작 시간과 작업 진행 상황도 도 재난안전대책본부에서 공유·점검한다.

◆ 민자도로 제설 관리 강화

경기도는 민자도로 대응도 강화한다. 서수원~의왕 등 7개 민자도로 사업자를 대설 대비 회의와 도·시군·유관기관 소통방에 참여시킨다. 제설 상황을 실시간 공유하고 도·시군 재난안전대책본부가 민자도로 제설 실적을 직접 관리한다.

경기도는 정체 유발 요인을 줄이기 위해 2㎏ 내외 소분 제설제를 확대 비치한다. 대형차량 배터리와 체인을 갖춘 긴급차량도 운영한다. 정체 발생 시 우회로 안내와 정체 구간 진입 통제 등 긴급 조치 계획도 민자도로 중심으로 사전 마련해 시행한다.

이종돈 경기도 안전관리실장은 "지난 4일 강설로 도민 불편이 컸던 만큼 이번 개선안이 현장에서 실효성 있게 작동하도록 철저히 준비하겠다"며 "빈틈없는 재난 대응체계를 구축해 강설 시 도민 불편을 최소화하겠다"고 밝혔다.

경기도는 강설이 예보된 이번 주말부터 개선안을 적용한다.

Traffic congestion intensified as commuting vehicles concentrated around 6 p.m. Snow removal vehicles also got stuck in traffic and could not perform snow removal operations as planned. Delays in snow removal combined with vehicle breakdowns caused traffic disruptions on some roads until after midnight.

◆ Strengthening Disaster Safety Headquarters Control Tower Function

Gyeonggi Province strengthens the command and coordination functions of the Provincial Disaster Safety Headquarters. The province specifically designates pre-spreading times for de-icing agents by region, considering snowfall conditions in nearby areas such as Baengnyeong Island and Hwanghae Province and snow cloud movement speed. Previously, the province only issued "pre-spread" instructions before snowfall and left the actual spreading timing and methods to city and county discretion.

Going forward, Gyeonggi Province directly inspects de-icing agent spreading status on major roads by city and county. The Provincial Disaster Safety Headquarters shares and inspects snow removal start times and work progress in city and county boundary sections.

◆ Strengthening Private Road Snow Removal Management

Gyeonggi Province also strengthens responses for private roads. The province includes operators of seven private roads including Seo-Suwon to Uiwang in heavy snow preparation meetings and communication channels with the province, cities, counties, and related agencies. The province shares snow removal situations in real-time, and the provincial and municipal disaster safety headquarters directly manages private road snow removal performance.

Gyeonggi Province expands placement of approximately 2kg packaged de-icing agents to reduce congestion-causing factors. The province also operates emergency vehicles equipped with large vehicle batteries and chains. The province prepares and implements emergency measures such as detour guidance and entry control for congested sections in advance, centered on private roads.

Lee Jong-don, Director of Safety Management at Gyeonggi Province, stated, "Since residents experienced significant inconvenience due to the December 4 snowfall, we will thoroughly prepare so that this improvement plan works effectively in the field" and added, "We will build a seamless disaster response system to minimize resident inconvenience during snowfall."
