지방정부 부문 Top3 선정, 2045 탄소중립 전략 높은 평가

인천광역시가 유엔공업개발기구(UNIDO)와 독일경제의회가 공동 주관하는 '2025 UN 지속가능발전(SDG) 혁신상'에서 지방정부 부문 Top3을 수상했다. 2024년 Top5에 이어 올해 한 단계 상승한 수상으로, 2년 연속 국제 무대에서 인정받는 성과를 거뒀다. 시상식은 12월 7일 독일 뮌헨에서 개최됐다.

◆ 기후금융 국제 허브로 글로벌 리더십 발휘

인천시는 GCF, UNOSD, UNESCAP 등 국제기구가 집중하는 거점 도시로 기후금융·저탄소 도시전환 관련 국제행사를 꾸준히 개최해왔다. 몽골 사막화 방지를 위한 '인천 희망의 숲'과 아시아 저소득 국가 아동 대상 의료지원사업은 10년 이상 지속된 국제협력 프로그램이다. 평가위원단은 이를 국제사회에 실질적 도움을 준 사례로 평가했다.

인천시는 지속가능발전 정책 효과 검증을 위해 사회·경제·환경·제도를 아우르는 SDGs 지표 체계를 적용하고, 100명 이상 시민이 참여하는 민관 공동 평가 체계를 운영하며, 2년 단위 지속가능성 보고서를 발간했다. 평가위원단은 정량·정성 지표를 결합한 인천시의 평가체계가 지속가능도시 정책의 신뢰도를 높인 것으로 평가했다.

하병필 행정부시장은 "인천의 지속가능발전은 단순한 행정 성과가 아니라 시민과 함께 만들어온 도시 변화의 결과"라고 말했다. 그는 "기후위기 대응, 취약계층 보호, 산업 전환, 생태 보전 같은 미래 과제에서 인천은 '가능성을 실천으로 바꾸는 도시'라는 평가를 확고히 하겠다"고 덧붙였다.

◆ High Scores for Vulnerable Population Protection and Inclusive Policies

The evaluation panel positively assessed Incheon's citizen quality-of-life improvement policies. The city implemented insulation facility support for climate-vulnerable populations, operated heat wave shelters, and provided meal support services for low-income children and elderly residents. The One-Thousand Won Housing, Incheon i-Pass, and Incheon i-Sea Pass—which improved mobility in island communities—were recognized as exemplary inclusive policies. Some programs have expanded to local governments nationwide.

◆ Incheon Demonstrates Global Leadership as International Hub for Climate Finance

Incheon serves as a hub for international organizations including GCF, UNOSD, and UNESCAP, consistently hosting international events on climate finance and low-carbon urban transition. The 'Incheon Forest of Hope' for desertification prevention in Mongolia and medical support projects for children in low-income Asian countries represent international cooperation programs sustained for over a decade. The evaluation panel recognized these as cases providing substantive assistance to the international community.

Incheon operates a systematic evaluation system applying SDGs indicators spanning social, economic, environmental, and institutional dimensions, operating a public-private joint evaluation system with over 100 citizen participants, and publishing biennial sustainability reports. The evaluation panel assessed Incheon's combined quantitative and qualitative indicator system as enhancing the credibility of sustainable city policy.

Ha Byung-pil, Vice Mayor of Incheon, stated, "Incheon's sustainable development is not merely an administrative achievement but the result of urban transformation created with citizens." He added, "In addressing climate crisis, protecting vulnerable populations, transitioning industries, and preserving ecosystems, Incheon will firmly establish its reputation as 'a city that turns possibility into practice.'"
