고양시가 2024년부터 2026년까지 3년간 146억 원을 투입해 공교육 혁신과 인재양성을 추진한다. 이동환 시장은 교육발전특구 시범지역 2년차를 맞아 '학습-경험-성장'의 선순환 구조 정착에 역점을 두고 있다.
◆ 대학 4곳과 손잡고 실무형 인재 양성
동국대학교는 생성형 AI와 로봇을 결합한 교육과정을 운영한다. 초중등생 195명(방학 캠프 117명, 주말 캠프 78명)이 참여했다. 농협대는 고양 스마트팜 실습시설을 활용해 영농설계부터 유통 마케팅까지 운영하며 생산 농작물을 지역 복지관에 기부한다. 한국항공대학교는 일산국제컨벤션고와 연계해 드론·도심항공교통(UAM) 산업 인재양성에 집중한다. 중부대학교는 GY 스튜디오X에서 영화, 숏폼, 웹툰, 애니메이션, 디자인 수업을 제공한다. 신일비지니스고 모션그래픽 디자인과 학생 2명은 '제3회 죽서 단편 AI 영화제'에서 장려상을 받았다.
◆ 내년 3월 자공고 2.0 백석고·저현고서 본격 시작
교육부는 지난 8월 백석고와 저현고를 자율형 공립고 2.0으로 선정했다. 두 학교는 5년간 연 2억 원(교육부 1억, 경기도교육청 1억)을 지원받는다. 저현고는 바이오융합 지역연계 교육과정을 중심으로 글로컬 인재양성을 추진한다. 백석고는 인공지능 중심 초중고 연계 교육네트워크를 구축한다. 교과 수업, 방과후, 동아리, 대학생 멘토링을 연계한다.
◆ 선도지역 승격으로 G-사이언스 캠퍼스 추진
고양시는 10월 교육발전특구 시범지역 운영 평가에서 우수성과를 인정받아 선도지역으로 승격되며 특별교부금 5억 원을 추가 확보했다. 시는 확보 자금에 시비 3억 8천만 원을 더해 총 8억 8천만 원 규모의 G-사이언스 캠퍼스 조성사업을 추진한다. 유치원부터 고등학생까지 참여한다. 내년 2월 공모를 통해 51개교를 선정하고 3월부터 본격 운영에 들어간다. 고양시는 관내 특목고가 인문계열에 집중돼 이공계 교육 강화가 필요하다고 판단했다.

Goyang City is investing 14.6 billion won over three years from 2024 to 2026 to promote public education innovation and talent development. Mayor Lee Dong-hwan is focusing on establishing a virtuous cycle of "learning-experience-growth" as the city enters its second year as an educational development special zone pilot region.
◆ Four Universities Joining to Cultivate Practical-Oriented Talent
Dongguk University operates curricula combining generative AI and robotics. A total of 195 elementary and middle school students participated, comprising 117 students in vacation camps and 78 students in weekend camps. National Agricultural Cooperative Federation University utilizes the Goyang Smart Farm practice facility and operates courses from agricultural design to distribution and marketing, while donating produced agricultural products to local welfare centers. Korea Aerospace University focuses on training personnel in drone and urban air mobility (UAM) industries in collaboration with Ilsan International Convention High School. Joongbu University offers classes in film, short-form content, webtoons, animation, and design at GY Studio X. Two students from the Motion Graphics Design Department at Sinil Business High School received commendation awards at the 3rd Jukseo Short Film AI Film Festival.
◆ Autonomous Public High School 2.0 Launches in Full Scale at Baekseok and Jeohyeon High Schools Next March
The Ministry of Education designated Baekseok High School and Jeohyeon High School as Autonomous Public High School 2.0 last August. Both schools receive annual support of 200 million won for five years, with 100 million won each from the Ministry of Education and Gyeonggi Provincial Office of Education. Jeohyeon High School promotes glocal talent development centered on bio-convergence regional-linked curricula. Baekseok High School establishes an AI-centered education network connecting elementary, middle, and high schools. The school coordinates subject classes, after-school programs, clubs, and university student mentoring.
◆ Promotion to Leading Region Advances G-Science Campus Project
Goyang City achieved promotion to leading region status in October after being recognized for outstanding performance in the educational development special zone pilot region evaluation, securing an additional 500 million won in special government grants. The city adds 380 million won in municipal funds to the secured amount, advancing a G-Science Campus development project with a total scale of 880 million won. The project engages students from kindergarten through high school. The city will select 51 schools through public announcement in February next year and begin full-scale operation in March. Goyang City determined that strengthening science and engineering education is necessary as special purpose high schools in the region concentrate on humanities curricula.
