◆ 4자 업무협약 체결

경기도와 화성특례시, 기아, 한국자산관리공사는 4일 기아오토랜드 화성에서 태양광 발전사업 추진과 RE100 이행 지원을 위한 업무협약을 체결했다. 이번 협약은 아산국가산업단지 우정지구 내 기아오토랜드 화성 국유지에 50MW 규모 자가소비형 태양광 발전소와 에너지저장장치(ESS)를 설치하는 내용이다.

◆ 경기도 내 최대 규모 태양광발전소

50MW 태양광발전소는 경기도 내 최대 규모다. 약 2만 가구가 전력을 자립할 수 있는 용량이다. 온실가스 저감 효과는 소나무 약 430만 그루를 심는 것과 동일하다. 기아는 공장 가동에 필요한 에너지를 재생에너지로 대체한다. 경기도와 화성시, 한국자산관리공사는 기아의 RE100 이행을 지원한다. 발전소 설치는 산업단지계획 변경에 따른 각종 영향 평가와 심의회 심의 등 인허가 절차를 거쳐 구체화된다.

◆ 기관별 역할 분담

협약에 따라 경기도와 화성시는 인허가 및 행정절차를 지원하고 제도개선에 노력한다. 한국자산관리공사는 기아오토랜드 화성 내 국유지 대부에 협조한다. 기아는 태양광 발전설비 및 ESS를 구축하고 에너지전환을 추진한다.

경기도는 도내 산업단지 지붕과 주차장 등 유휴부지를 활용해 재생에너지 생산·공급 기반을 구축하는 산업단지 RE100 정책을 추진 중이다. 민간 투자사와 협력체계를 구축하고 산업단지 관리기본계획 변경 등 규제 개선을 추진한 결과, 태양광 사업이 가능한 산업단지는 당초 50개소에서 146개소로 확대됐다. 면적 기준으로 도내 산단의 98.5%에서 태양광 사업이 가능해졌다.

차성수 경기도 기후환경에너지국장은 "에너지전환을 위한 기업의 자발적이고 적극적인 참여와 한국자산관리공사의 긴밀한 협력에 감사드린다"며 "경기도 역시 도내 기업의 RE100 이행과 탄소중립 실현에 지원을 아끼지 않겠다"고 말했다.

The agreement includes installing a 50MW self-consumption solar power plant and energy storage system (ESS) on state-owned land within Kia AutoLand Hwaseong in the Ujeong District of Asan National Industrial Complex.

◆ Largest Solar Power Plant in Gyeonggi Province

The 50MW solar power plant is the largest in Gyeonggi Province. It can supply enough electricity for approximately 20,000 households to achieve energy self-sufficiency. The greenhouse gas reduction effect equals planting approximately 4.3 million pine trees. Kia will replace energy needed for factory operations with renewable energy. Gyeonggi Province, Hwaseong City, and Korea Asset Management Corporation will support Kia's RE100 implementation. The power plant installation will be finalized through permitting procedures including various impact assessments and deliberation committee reviews following changes to the industrial complex plan.

◆ Role Distribution by Organization

Under the agreement, Gyeonggi Province and Hwaseong City will support permitting and administrative procedures and work on institutional improvements. Korea Asset Management Corporation will cooperate in leasing state-owned land within Kia AutoLand Hwaseong. Kia will build solar power generation facilities and ESS and promote energy transition.

Gyeonggi Province is promoting an Industrial Complex RE100 policy to establish renewable energy production and supply infrastructure utilizing idle spaces such as rooftops and parking lots in industrial complexes within the province. As a result of establishing cooperation systems with private investors and promoting regulatory improvements including changes to industrial complex management master plans, the number of industrial complexes where solar projects are possible expanded from 50 to 146. By area, 98.5% of industrial complexes in the province can now implement solar projects.

Cha Seong-su, Director of Climate Environment and Energy Bureau of Gyeonggi Province, said, "We are grateful for the voluntary and active participation of companies in energy transition and the close cooperation of Korea Asset Management Corporation," adding, "Gyeonggi Province will also spare no support for RE100 implementation and carbon neutrality realization by companies in the province."
