◆ 30년 숙원사업 결실
인천광역시는 12월 4일 굴포천 자연생태하천 복원사업 준공을 앞두고 물맞이 행사를 개최했다. 인천시는 이날 하천유지용수를 처음 공급했다. 굴포천 복원사업은 인천 제1호 하천복원사업이다. 1990년대 도시화 과정에서 콘크리트로 복개된 굴포천을 자연형 생태하천으로 되살리는 사업이다.
◆ 666억 원 투입 4년 공사
복원 구간은 부평1동 행정복지센터에서 부평구청까지 총 1.5km다. 총사업비 666억 원을 투입했다. 인천시는 2015년 환경부 공모사업에 선정됐다. 2021년 6월 착공해 약 4년간 공사를 진행했다. 2025년 12월 18일 준공하고 시민에게 개방한다.
유정복 인천시장은 이날 복원 추진현황을 보고받았다. 유 시장은 악취차단시설 등 주요 시설을 점검했다. 유 시장은 유지용수 제수변을 개방해 하천유지용수 공급을 시작했다.
◆ 3개 테마공간 조성
굴포천 복원구간은 3개 테마공간으로 조성됐다. 1구간은 부평1동 행정복지센터에서 부흥로까지 생태·문화 체험 공간이다. 2구간은 부흥로에서 백마교까지 생태관찰·탐방 공간이다. 3구간은 백마교에서 산곡천 합류부까지 자연생태 복원 공간이다. 하천수는 굴포하수처리장 방류수를 재이용시설에서 소독 처리해 하루 4만 톤 공급한다.
유정복 시장은 "굴포천 물맞이는 30여 년간 콘크리트 구조물 아래 갇혀 있던 물길에 맑은 하천수를 처음 흘려보내는 역사적 순간"이라고 말했다. 유 시장은 "남동구 만수천 등 원도심 물길 복원사업을 확대해 시민들에게 옛 물길을 되돌려드리겠다"고 밝혔다.
인천시와 부평구는 12월 17일 오후 2시 부평1동 행정복지센터 앞 광장에서 준공식을 개최한다.

◆ 30-Year Project Bears Fruit
Incheon Metropolitan City held a water ceremony on December 4 ahead of the completion of the Gulpocheon Natural Ecological Stream Restoration Project. The city supplied river maintenance water for the first time on this day. The Gulpocheon restoration project is Incheon's first river restoration project. The project restores Gulpocheon, which was covered with concrete during urbanization in the 1990s, into a natural ecological stream.
◆ 666 Billion Won Invested Over 4 Years of Construction
The restoration section spans a total of 1.5km from Bupyeong 1-dong Administrative Welfare Center to Bupyeong-gu Office. A total project cost of 66.6 billion won was invested. Incheon City was selected for the Ministry of Environment's public project in 2015. Construction began in June 2021 and continued for about 4 years. The project will be completed on December 18, 2025 and opened to citizens.
Incheon Mayor Yoo Jeong-bok received a report on the restoration progress on this day. Mayor Yoo inspected major facilities including odor blocking facilities. Mayor Yoo opened the water supply valve to begin supplying river maintenance water.
◆ Three Themed Spaces Created
The Gulpocheon restoration section was created with three themed spaces. Section 1 is an ecological and cultural experience space from Bupyeong 1-dong Administrative Welfare Center to Buheung-ro. Section 2 is an ecological observation and exploration space from Buheung-ro to Baekma Bridge. Section 3 is a natural ecological restoration space from Baekma Bridge to the Sangokcheon confluence. River water is treated at a reuse facility using discharge water from Gulpo Sewage Treatment Plant, supplying 40,000 tons per day.
Mayor Yoo Jeong-bok said, "The Gulpocheon water ceremony is a historic moment of flowing clean river water for the first time through a waterway that has been trapped under concrete structures for over 30 years." Mayor Yoo stated, "We will expand the restoration of old waterways in the original downtown area, including Mansucheon in Namdong-gu, and return the old waterways to citizens."
Incheon City and Bupyeong-gu will hold a completion ceremony at the plaza in front of Bupyeong 1-dong Administrative Welfare Center at 2 p.m. on December 17.
