◆ 월디장학회 안분기준, 10여 차례 협의 후 이사회서 결정
인천시 중구(구청장 김정헌)가 동구의회 성명서에 대해 공식 입장을 발표했다. 중구는 동구의회가 월디장학회 기본재산 안분과 공유재산 매각 문제를 두고 '일방적 행정', '협의 부재'라고 지적한 데 유감을 표명했다.
중구에 따르면 양 구는 기금 안분 관련 회의를 10여 차례 진행했다. 견해 차이로 합의에 이르지 못하자 9월 말 인천시, 중구, 동구가 참여하는 '제물포구출범공동실무협의회'에서 양측 의견을 월디장학회 이사회에 제출해 결정하기로 의결했다. 중구는 동구 장학재단에 안분기준 의견을 요청했고, 동구 장학재단은 '3년간 수혜자 비율'을 제안했다. 11월 월디장학회 이사회에서 중구가 제시한 '청소년 인구(청소년기본법상 24세 이하) 비율'을 안분기준으로 채택했다.
◆ 공유재산 매각, 재정 안정 위한 고유 행정권한
중구는 공유재산 매각이 재정 안정을 위한 고유 행정권한이라고 밝혔다. 동구의회가 언급한 인진빌딩은 문화재단 소유가 아닌 중구 소유 구유재산이다. 해당 건물에는 문화재단, 중구체육회, 365 생활안전센터, 영상회의실이 입주해 있다. 내년 상반기 문화재단은 한중문화관으로, 나머지 기관은 영종지역으로 이전할 예정이다.
중구는 2023년 2,400여억 원 규모 누락 구유재산을 발굴했다. 올해는 지적재조사를 통해 123억 원 자체 세입을 추가 확보했다. 인천종합어시장 주차장에 273억여 원을 투입했고, 신흥동 행정복지센터 246억 원, 개항동 행정복지센터 124억 원을 들여 신축을 추진하고 있다.
◆ 제물포구 성공 출범 위해 협의 지속
중구는 「인천광역시 제물포구·영종구 및 검단구 설치 등에 관한 법률」에 따라 2026년 6월 30일까지 양 구 모두 기초지방자치단체 지위를 유지한다고 강조했다. 제물포구 출범은 중구가 동구에 편입되는 것이 아닌 동구와 중구 내륙이 통합돼 새로운 자치구로 거듭나는 것이라고 설명했다.
김정헌 구청장은 "불필요한 갈등을 야기하는 것이 아닌 소통을 통해 오해를 풀고 화합에 나서야 한다"며 "제물포구와 영종구가 상생과 신뢰를 바탕으로 출발할 수 있도록 최선을 다하겠다"고 밝혔다.

According to Jung-gu, both districts held over 10 meetings on fund division. When they failed to reach agreement due to differing views, the "Jemulpo-gu Launch Joint Working Council" comprising Incheon City, Jung-gu, and Dong-gu resolved in late September to submit both sides' opinions to the Woldi Scholarship Foundation Board for decision. Jung-gu requested Dong-gu Scholarship Foundation's opinion on division criteria. Dong-gu Scholarship Foundation proposed "3-year beneficiary ratio." In November, the Woldi Scholarship Foundation Board adopted Jung-gu's proposed "youth population ratio (age 24 and under per the Framework Act on Juveniles)" as the division criteria.
◆ Public Property Sales Are Inherent Administrative Authority for Fiscal Stability
Jung-gu stated that public property sales constitute inherent administrative authority for fiscal stability. The Injin Building mentioned by Dong-gu Council is not owned by the Cultural Foundation but is Jung-gu's district-owned property. The building houses the Cultural Foundation, Jung-gu Sports Council, 365 Safety Center, and video conference rooms. In the first half of next year, the Cultural Foundation will relocate to the Korea-China Cultural Center, and other organizations will move to the Yeongjong area.
Jung-gu discovered approximately 240 billion won in unregistered district-owned properties in 2023. This year, it secured an additional 12.3 billion won in independent revenue through cadastral resurvey. Jung-gu invested approximately 27.3 billion won in the Incheon General Fish Market parking facility and is constructing new Sinheung-dong Administrative Welfare Center for 24.6 billion won and Gaehang-dong Administrative Welfare Center for 12.4 billion won.
◆ Continuing Consultations for Successful Jemulpo-gu Launch
Jung-gu emphasized that under the "Act on the Establishment of Jemulpo-gu, Yeongjong-gu, and Geomdan-gu in Incheon Metropolitan City," both districts will maintain their status as basic local governments until June 30, 2026. Jung-gu explained that Jemulpo-gu's launch is not Jung-gu being absorbed into Dong-gu but rather Dong-gu and Jung-gu's inland area integrating to form a new autonomous district.
District Mayor Kim Jeong-heon stated, "What matters now is not causing unnecessary conflict but resolving misunderstandings through communication and pursuing harmony." He added, "We will do our best to ensure Jemulpo-gu and Yeongjong-gu can start based on coexistence and trust."
