◆ 인천시 정책토론회 개최

인천광역시는 4일 시청 영상회의실에서 '수도권 대중교통 통합운영체계 구축방안' 정책토론회를 개최했다. 유정복 인천시장이 이끄는 인천시는 시정혁신단의 지속적인 제안에 따라 이번 토론회를 마련했다. 관계 전문가와 부서장이 참석해 수도권 대중교통 현안 해결을 위한 통합운영 체계 구축 방안을 심도 깊게 논의했다.

◆ 특별지방자치단체 도입 필요성 제시

한국정책분석연구원 금창호 박사는 주제발표에서 '수도권 대중교통 특별지방자치단체' 도입의 필요성과 실천 방안을 제시했다. 금 박사는 현행 수도권 교통 문제의 구조적 한계를 지적했다. 금 박사는 "개별 시도 단위 정책만으로는 광역버스, 환승체계, 요금 정산, 도시철도 연계 등 광역적 핵심 정책을 통합적으로 구축하기 어렵다"고 강조했다. 금 박사는 대안으로 '특별지방자치단체' 도입의 타당성을 설명했다. 특별지방자치단체는 제한적이고 협력적인 사무를 처리하면서도 지방자치단체의 법적 지위를 보유한다. 이를 통해 광역교통을 전담하고 실행력을 확보할 수 있다고 금 박사는 밝혔다.

토론회에서는 국토교통부 산하 대도시권광역교통위원회가 관장하는 광역교통계획 수립, 사업 조정, 재정지원 등 사무를 지방정부가 주도적으로 처리할 수 있도록 권한 이양을 검토하는 방안이 논의됐다. 참석자들은 수도권 3개 시도가 책임과 권한을 갖고 교통 통합을 실현하기 위한 필수 선결과제라는 데 의견을 모았다.

◆ 통합운영체계 구축 공감대 형성

인천연구원 석종수 박사와 시정혁신단 위원들도 토론에 참여했다. 참석자들은 수도권 대중교통 정책이 각각 달라 비효율적인 만큼 통합운영체계 구축이 필요하다는 데 의견을 같이했다. 최원구 시정혁신단장은 "수도권은 행정 경계를 넘어 하나의 생활권이자 교통권으로 기능하고 있어 통합적인 대중교통 운영 체계 구축이 반드시 필요하다"고 말했다. 최 단장은 "이번 토론회를 계기로 특별지방자치단체 도입 논의가 실효성 있는 광역교통 대책 수립으로 이어지도록 각 지자체의 적극적인 대응이 필요하다"고 당부했다. 한편 최원구 단장을 비롯해 총 21명으로 구성된 시정혁신단 2기는 정기 회의와 전문가 토론회를 통해 시민이 체감할 수 있는 다양한 정책을 발굴하고 제안하며 행정 발전에 기여하고 있다.

◆ Incheon City Holds Policy Forum

Incheon Metropolitan City held a policy forum on "Plans to Establish an Integrated Operation System for Metropolitan Public Transportation" at the City Hall video conference room on December 4. Incheon City, led by Mayor Yoo Jeong-bok, organized this forum following continuous proposals from the City Administration Innovation Group. Relevant experts and department heads attended and discussed in depth measures to establish an integrated operation system to resolve current metropolitan public transportation issues.

◆ Necessity of Introducing Special Local Government Presented

Dr. Geum Chang-ho of the Korea Policy Analysis Research Institute presented the necessity and implementation plans for introducing a "Special Local Government for Metropolitan Public Transportation" in his keynote presentation. Dr. Geum pointed out the structural limitations of the current metropolitan transportation problems. Dr. Geum emphasized, "With individual city and provincial policies alone, it is difficult to integrate key metropolitan policies such as express buses, transfer systems, fare settlement, and urban railway connections." Dr. Geum explained the validity of introducing a "Special Local Government" as an alternative. A special local government handles limited and cooperative affairs while maintaining the legal status of a local government. Dr. Geum stated this would allow dedicated metropolitan transportation management and secure implementation capabilities.

The forum discussed plans to review transferring authority so that local governments can independently handle affairs currently managed by the Metropolitan Transport Commission under the Ministry of Land, Infrastructure and Transport, including metropolitan transportation planning, project coordination, and financial support. Participants agreed this is an essential prerequisite for the three metropolitan cities and provinces to realize transportation integration with responsibility and authority.

◆ Consensus Formed on Building Integrated Operation System

Dr. Seok Jong-su of the Incheon Research Institute and members of the City Administration Innovation Group also participated in the discussion. Participants agreed that an integrated operation system is necessary since metropolitan public transportation policies differ and are inefficient. Director Choi Won-gu of the City Administration Innovation Group said, "The metropolitan area functions as a single living and transportation zone beyond administrative boundaries, so establishing an integrated public transportation operation system is absolutely necessary." Director Choi urged, "Active responses from each local government are needed so that discussions on introducing special local governments lead to establishing effective metropolitan transportation measures following this forum." Meanwhile, the second phase of the City Administration Innovation Group, consisting of 21 members including Director Choi Won-gu, contributes to administrative development by discovering and proposing various policies that citizens can feel through regular meetings and expert forums.
