◆ 총사업비 27억 원 투입
총사업비는 27억 원이다. 국비 60%, 지방비 20%, 민간자본 20%를 각각 투입한다. 공유형 ESS는 배전선로 과부하를 해소해 정전 등 재난을 예방한다. 가상상계 방식으로 다수 수용가 전기요금을 절감하고 수익을 창출한다.
◆ 공공기관 연계로 사회적 비용 절감
고양시는 계약전력 2000kW 이상 공공기관과 연계해 ESS 설치 의무 이행률을 높인다. 송·배전망 증설 지연에 따른 사회적 비용도 절감할 전망이다. 시 관계자는 "공유형 ESS와 태양광 재생에너지를 연계해 여러 수요자가 공유하는 플랫폼 사업으로 전력 효율을 높일 예정"이라고 밝혔다.

Goyang Special City began construction on a shared Energy Storage System (ESS) earlier this month. The project was selected for the Ministry of Trade, Industry and Energy's 'Future Regional Energy Ecosystem Activation Project' in April this year. Goyang City signed agreements with the Korea Energy Agency, Gyeonggi Province, Korea Electric Power Corporation, and Goyang City Management Corporation. This is the first such project among local governments nationwide.
◆ Total Project Cost of 2.7 Billion Won
The total project cost is 2.7 billion won. The funding consists of 60% from the national government, 20% from local government, and 20% from private capital. The shared ESS resolves distribution line overloads and prevents disasters such as blackouts. It reduces electricity bills for multiple consumers through virtual net metering and generates revenue.
◆ Social Cost Reduction Through Public Institution Linkage
Goyang City will increase ESS installation compliance rates by linking with public institutions with contract power of 2,000kW or more. The city also expects to reduce social costs caused by delays in transmission and distribution network expansion. A city official stated, "We plan to improve power efficiency through a platform business where multiple consumers share the linked shared ESS and solar renewable energy."
