◆ 조혜진 비서실장 사퇴
조혜진 경기도지사 비서실장은 5일 사퇴를 선언했다. 조 실장은 입장문에서 "오늘 경기도지사 비서실장직을 내려놓는다"며 "도민의 민생을 위한 내년도 예산안 처리가 가장 중요하기 때문"이라고 밝혔다. 그는 "임명권자인 지사님의 부담을 더는 드릴 수가 없었다"며 "애초에 직에 연연한 적은 없다"고 말했다. 조 실장은 "양우식 운영위원장과 관련된 문제는 도 공직자들의 자존감과 직결된 것"이라며 "도의회에서 책임 있게 해결해 주리라 믿는다"고 강조했다.
◆ 갈등 경과
경기도 집행부와 도의회 간 갈등은 지난달 19일 시작됐다. 도지사 비서실장을 비롯한 보좌기관은 직원 성희롱 발언 혐의로 기소돼 피고인 신분이 된 양우식 운영위원장(국민의힘·비례) 주재 행정사무감사 출석을 거부했다. 도의회는 이를 의회 경시로 규정하고 조 실장의 사퇴를 요구했다. 도의회 국민의힘 백현종 대표의원은 민생예산 회복과 조 비서실장 파면을 촉구하며 삭발 및 단식 투쟁을 벌였다. 백 대표는 단식 10일차인 지난 4일 밤 건강이 급격히 악화해 동수원병원으로 이송됐다. 현재 건강을 회복 중이다.
◆ 향후 전망
조 실장 사퇴로 도 집행부와 도의회 간 갈등은 해결 국면에 접어들 전망이다. 양우식 위원장의 거취에 관심이 쏠린다. 도의회 민주당은 피고인 신분인 양 위원장도 직을 내려놓아야 한다고 주장해왔다. 도의회 의장도 조 실장과 양 위원장의 동반 사퇴가 필요하다는 입장을 보여왔다. 도의회 예산결산특별위원회는 지난달 28일부터 내년도 경기도 본예산과 올해 제3회 추가경정예산안 심의를 진행하지 않고 있다.

◆ Conflict Background
The conflict between the Gyeonggi Provincial executive branch and provincial council began on the 19th of last month. The Chief Secretary's office and support staff refused to attend administrative audits presided over by Steering Committee Chairman Yang Woo-sik (People Power Party, proportional representative), who became a defendant after being indicted for sexual harassment remarks against staff. The provincial council defined this as contempt of the assembly and demanded Jo's resignation. People Power Party Floor Leader Baek Hyun-jong shaved his head and conducted a hunger strike demanding restoration of livelihood budgets and dismissal of Chief Secretary Jo. Baek was transported to Dongsuwon Hospital on the night of the 4th, the 10th day of his hunger strike, due to rapidly deteriorating health. He is currently recovering.
◆ Future Outlook
With Jo's resignation, the conflict between the provincial executive branch and council is expected to enter a resolution phase. Attention focuses on Chairman Yang Woo-sik's future. The Democratic Party in the provincial council has argued that Chairman Yang, as a defendant, should also step down. The provincial council speaker has also maintained that both Jo and Yang should resign together. The provincial council's Budget and Accounts Special Committee has not been deliberating on next year's Gyeonggi Province main budget and this year's third supplementary budget since the 28th of last month.
