◆ "검단구 임시청사 지반침하 우려…정보 공개해야"

김남원(더불어민주당·서구마) 인천 서구의원은 지난달 28일 구 분구추진과에 대한 행정사무감사에서 내년 출범하는 검단구 임시청사에 대한 우려를 전하고 대책을 촉구했다. 김 의원은 "검단구 임시청사 용지는 불균형한 토지를 성토해 조성된 특성상 지반침하에 대한 지역 주민들 우려가 크다"며 명확한 정보 공개와 철저한 보강 업무를 요청했다. 김 의원은 검단구 전출 희망 신청자가 저조한 것은 개청 초창기 열악한 근무 환경 때문이라며 구정 안정을 위해 헌신하는 공무원 보상책으로 승진 기회를 적극 부여해 줄 것을 강력히 요청했다.

◆ 검단행정과 행감서 도로·배수시설 인력 확충 요청

김 의원은 검단행정과에 대한 행정사무감사에서 추가적인 인원 배치로 검단지역 도로·배수시설 보수 인력 모니터링 강화를 요청했다. 주민 안내 및 홍보 효과를 강화하기 위해 필요성이 지속 제기되는 저단현수막거치대 설치 확대도 요청했다. 김 의원은 지형이 변경되면서 폭우 시 농로가 수로로 변질돼 안전이 우려되는 도시개발 인근 불법 성토의 안전관리 강화도 촉구했다.

◆ "복지사업단 이관 TF, 분구 이후 재검토해야"

김 의원은 서구시설관리공단 복지사업단 업무를 서구복지재단으로 이전하기 위한 TF 구성을 언급하며 "복지사업단-서구복지재단 이관 관련 직원 협의 방안 및 분구 이후 재검토"를 제안했다. 김 의원은 "전 직원 고용 승계 보장 문제 및 현 공단 정규직 직원들의 정년 보장 여부, 급여·복지·성과급과 같은 처우 동일성 등에 대한 직원들의 불안이 지속되고 있는 것 같다"며 향후 방향성과 일정 등에 대해 직원들과의 협의 방안 마련을 요청했다. 김 의원은 "이 사안은 신설구 출범 이후에 논의해도 늦지 않아 지금 TF 구성이 마치 확정인 것처럼 직원들께 오해 사는 것은 지양해야 한다"고 강조했다.
