◆ 혐오·차별 표현 금지광고물 정비 착수

서울 강북구(구청장 이순희)가 혐오·차별 표현을 담은 정당 현수막 등 금지광고물에 대한 강력한 정비에 나선다. 이번 조치는 최근 행정안전부가 배포한 '혐오·차별 표현 등 금지광고물 적용 가이드라인'을 반영한 것이다. 강북구는 공공장소 내 갈등을 유발하는 현수막으로부터 주민을 보호하고 건전한 표현문화를 조성하기 위해 이번 정비를 추진한다.

◆ 옥외광고물심의위원회 기능 강화

강북구는 이달부터 자체 정비 기준을 새로 마련하고 옥외광고물심의위원회 기능 강화 방안을 추진한다. 법률 전문가와 주민 대표 등 외부 위원을 추가 위촉해 심의의 전문성과 공정성을 높인다는 계획이다. 정비 대상은 혐오·비방성 문구가 포함된 정당 현수막을 비롯해 구민 정서와 안전을 해치는 각종 불법 광고물이다. 정당 현수막이라도 옥외광고물법상 금지되는 내용이 확인될 경우 즉시 시정명령을 내리고 철거 조치에 나설 방침이다.

◆ 이순희 구청장 "혐오 표현 엄정 대응"

강북구는 그동안 불법 현수막·벽보 정비, 노후 간판 안전점검 등 옥외광고물 관리 사업을 꾸준히 추진해왔다. 강북구는 이번 강화 조치가 무분별한 현수막 게시로 인한 사회적 갈등을 줄이고 공공장소의 안전성과 쾌적성을 높이는 데 기여할 것으로 기대하고 있다. 이순희 강북구청장은 "혐오 표현과 지속적인 허위사실 유포는 주민 안전과 공동체 신뢰를 해칠 수 있는 만큼 엄정히 대응하겠다"고 말했다. 이어 "합리적 기준과 공정한 심의를 통해 건전한 광고 문화가 자리 잡을 수 있도록 최선을 다하겠다"고 밝혔다.

Gangbuk District expects this strengthened measure to contribute to reducing social conflicts caused by indiscriminate banner posting and improving the safety and pleasantness of public places. Gangbuk District Mayor Lee Soon-hee said, "We will respond strictly as hate expressions and continuous dissemination of false information can harm resident safety and community trust." She added, "We will do our best to establish a healthy advertising culture through rational standards and fair deliberation."
