인천시는 중봉터널 민간투자사업 제3자 제안공고 사업제안서 1단계 평가에서 (가칭)중봉터널주식회사가 통과했다고 3일 밝혔다. 이번 평가는 지난 10월 27일 공고된 제3자 제안공고에 따른 첫 번째 절차다. 사업제안자가 설계 및 시공능력, 출자자 자격 등 필수 조건을 갖추었는지 평가하는 과정이었다.
◆ 재공고 없이 2단계 평가 진행
사업제안자가 1단계 평가를 통과함에 따라 재공고 절차 없이 2단계 평가로 진행할 수 있게 됐다. 사업 추진에 탄력이 붙었다. 2단계 평가는 내년 2월 24일까지 사업제안서를 제출받아 진행한다. 평가항목은 기술·수요·가격 부문으로 구성된다. 총 배점 1000점 중 700점 이상을 받아야 협상대상자 자격을 갖춘다. 인천시는 3월 말까지 2단계 평가를 거쳐 우선협상대상자를 선정할 계획이다.
◆ 남북축 간선도로망 연결 기대
시 관계자는 "이번 1단계 평가를 시작으로 2단계 평가에서 최종 우선협상대상자를 선정하기까지 공정하고 투명한 심사 과정을 통해 사업시행자를 선정할 계획"이라고 밝혔다. 이어 "중봉터널이 건설되면 단절된 남북축 주요 간선도로망이 연결돼 서곶로와 봉수대로 등 교통 혼잡이 해소되고 시민에게 더욱 행복한 교통 환경을 제공하게 될 것"이라고 말했다.
