김 부장은 "2024년 6월 매립시설 사용 종료 이후 30년간 침출수 등 사후관리 의무가 지속된다"며 "향후 공원 조성은 반드시 법적·기술적 요건과 병행되어야 한다"고 강조했다.

기후&생명정책연구원 대표 장정구는 "현 4자 협약은 20년 전 작성된 것으로 지금의 도시여건·시민 수요와 맞지 않는다"며 "새로운 협약과 새로운 공론화 틀이 필요하다"고 제안했다.

장 대표는 "지상권·토지 소유·운영 방식 등 이해관계가 복잡하므로 객관성과 공정성을 확보한 논의 구조 마련이 필수"라고 덧붙였다.

◆ 위원장의 다짐

좌장 김대중 위원장은 "20년 전 그려진 계획은 현재 도시 여건과 시민 요구를 반영하기 어렵다"며 "새로운 공론화, 새로운 협약, 새로운 조성 전략이 필요하다"고 주장했다.

김 위원장은 "폐석회 매립지는 원도심에서 찾기 어려운 대규모 공공부지로 시민을 위한 공간으로 재설계해야 한다"며 "앞으로 행정·기업·시민사회와 함께 지속적인 논의 구조를 마련하겠다"고 밝혔다.

그는 "이번 토론회를 시작으로 더 많은 시민과 단체의 의견을 수렴해 시대적 흐름에 맞춰 폐석회 매립장 상부를 조성할 계획"이라고 덧붙였다.

He raised the need to secure spatial and geographic connectivity with Neungheo-dae Park, Hanjin Naru, and nearby broadcasting stations, and to create integrated ecological and cultural spaces for residents.

Director Shim stated, "Like the initial waste lime treatment, this park development process must be preceded by a public discourse process involving citizens, administration, and businesses."

Climate and Life Policy Research Institute Director Jang Jung-gu proposed, "The current four-party partnership was drafted 20 years ago and does not match current urban conditions and citizen demands," and "new partnerships and new public discourse frameworks must be established."
