인천광역시 서구의회 장문정 복지도시위원장은 11월 21일 인천농아인협회 서구지회와 간담회를 열었다. 간담회에서 서구 지역 농아인 주민들이 겪는 수어통역 서비스 부족 현실이 구체적으로 논의됐다.
현재 인천광역시 8개 자치구 중 남동구에만 농아인센터 1곳 존재한다. 서울시는 25개 자치구 모두에 수어통역센터 설치했다. 광주·대구·부산 등 다른 광역시도 시와 자치구 이원체계로 통역 지원 인프라 구축했다. 인천의 통역 접근성은 전국 대도시 중 최하위다.
◆ 일상 속 실제 불편
서구 농아인 주민들은 민원 안내, 병원 진료, 교육 참여, 재난 상황 대응 등 생활 전반에서 수어통역 접근이 어렵다. 주민 안내와 행정 정보 대부분이 음성 중심 제공된다. 지역 통역센터 부재로 필요한 정보를 제때 확인하기 어려운 구조다.
◆ 실질적 대응 방안 모색
장문정 위원장은 "농아인은 청각적 정보가 차단된 채 생활한다. 다른 장애 유형보다 정보격차가 크고 의사소통 소외가 발생하기 쉬운 구조"라고 진단했다. 서구 차원에서 필요한 통역 지원 체계 마련에 적극 나서겠다는 입장을 밝혔다. 농아인협회와 정기적 소통을 통해 수어통역서비스 접근성 개선 방안을 주도적으로 모색키로 했다.

◆ Current Status Assessment
Jang Moon-jung, Chairman of the Welfare and Urban Planning Committee at Incheon Metropolitan City Seo-gu Council, held a meeting with the Incheon Deaf Association Seo-gu Branch on November 21. The meeting addressed the critical shortage of sign language interpretation services experienced by deaf and hard of hearing residents in Seo-gu.
Currently, among Incheon's eight districts, only Namdong-gu operates one deaf service center. Seoul established sign language interpretation centers in all 25 districts. Other metropolitan cities including Gwangju, Daegu, and Busan implemented dual-tier systems covering both city and district levels. Incheon ranks lowest among major metropolitan cities in interpretation service accessibility.
◆ Real-life Difficulties in Daily Life
Deaf and hard of hearing residents in Seo-gu struggle to access sign language interpretation for civil services, medical consultations, educational participation, and disaster response. Most administrative information and resident guidance are provided through audio channels only. The absence of a district-level interpretation center creates a structural barrier preventing timely access to essential information.
◆ Pursuing Practical Solutions
Committee Chair Jang stated, "Deaf individuals live with audio information blocked off. They face greater information gaps than other disability types and are structurally vulnerable to communication isolation." Jang pledged to actively pursue establishing necessary interpretation support systems at the district level. The committee will maintain regular communication with the Deaf Association to proactively develop methods to improve sign language interpretation service accessibility.
