◆ 현장 과제 전달과 협의
도성훈 인천광역시교육감은 21일 최교진 교육부장관을 만나 고등학교 교육 현안 해소와 국정과제 이행을 위한 핵심 과제를 전달했다. 교원정원 확대, 교원의 안정적 교육활동 보호, 지방교육자치 강화, 서해 5도 교원 처우 개선 등이 논의 대상이었다. 도 교육감은 "교육정책은 현장을 설득하고 함께 만드는 과정이 무엇보다 중요하며, 인천과 전국의 교육 현장이 체감할 수 있는 실질적 지원이 필요하다"고 강조했다.

인천교육청은 고등학교 현장에서 가장 시급한 과제로 고교학점제의 국가 차원 재논의를 제기했다. 고교학점제 시행에 따른 교사의 학교생활기록부 작성 부담 완화와 학교폭력 조치의 대입 반영 방식 개선도 함께 요청했다. 도 교육감은 기초학력 보장, 특수교육, 이주배경학생 지원 등 국가 교육경쟁력 강화를 위한 국정과제의 원활한 이행을 위해 교원정원 확대가 필수라고 주장했다. 아울러 현장 체험학습 시 발생하는 교원 책임 문제 개선과 교원평가제도 및 평가 성과상여금 제도 전반에 대한 공식적 재검토도 요구했다.
◆ 교원 처우 개선과 지방교육자치 강화
도 교육감은 "가장 어려운 곳에서 묵묵히 헌신하는 교원이 정당한 대우를 받을 수 있는 제도적 장치가 필요하다"며 인천 지역 서해 5도 근무 교원의 도서·벽지수당 현실화와 열악한 근무 환경 개선을 촉구했다. 최교진 장관은 "교육 현장의 다양한 의견을 폭넓게 반영해 교육공동체 모두가 공감할 수 있는 교육활동 보호 강화 방안과 고교학점제의 애로사항을 보완해 나가겠다"고 답했다. 교육부는 시도교육청과 현장의 제안이 실천으로 이어질 수 있도록 협력하겠다는 의지를 밝혔다.
