◆ 18년 만에 규제 완화, 산업단지 5배 확대
김동연 경기도지사가 10일 이천시 유진테크에서 반도체 소재·부품·장비(소부장) 기업인 간담회를 열고 반도체 산업시설 확충과 전문 인력양성 지원을 약속했다.
김 지사는 "국토부와 여러 차례 협의해 자연보전권역 연접개발 적용지침을 18년 만에 개정했다"며 "산업단지 사업을 마무리하는 데 함께 관심을 가져달라"고 말했다. 경기도는 지난해 2월 경기동부 SOC 대개발 원년 선포식을 열고 2040년까지 34조 원 규모의 민관 협력·투자로 지역경제 성장을 추진하겠다고 밝혔다. 이후 시군간담회를 여러 차례 개최하고 규제개선 전담조직을 구성해 제도개선 공감대 형성에 노력했다. 국토부는 올해 1월 자연보전권역 연접개발 적용지침을 개정했다. 개정 지침은 수도권 동부 자연보전권역 내에서 난개발 정비계획을 수립하는 경우 수도권정비위원회 심의를 거쳐 단계적으로 30만㎡까지 산업단지 조성을 허용한다. 기존에는 최대 6만㎡까지만 가능했다.
◆ 여주 사례 토대로 이천 클러스터 검토
경기도와 여주시는 올해 4월 여주 가남 일반산단 클러스터 조성안을 수도권정비위원회에 심의 신청했다. 지난 6월 27일 수도권정비심의위원회를 통과했으며, 11월 중 산업단지조성계획 심의를 거쳐 내년 착공을 목표로 추진 중이다. 경기도는 이천시도 여주 가남 일반산단 클러스터 조성 사례를 토대로 산업단지 클러스터 진행 가능성을 검토할 예정이다. 이천시는 수도권정비계획법에 따라 1983년 이후 일정 규모 이상의 공업용지를 조성할 수 없었다.

◆ "인력양성·주거인프라 확충 차질없이 추진"
간담회에 참석한 기업인들은 SK하이닉스, 삼성전자 등을 고객사로 둔 반도체 소부장 기업 대표들이다. 박진 비씨엔씨 전무는 "이천이 다른 지역보다 개발 제한이 많아 비효율성을 낳았는데, 면적 제한이 바뀐 것은 이천시뿐만 아니라 소부장 산업에 상당히 의미 있는 일"이라고 말했다. 김봉학 밸류엔지니어링 상무는 "전문 인력 충원이 어려운데, 반도체 전문인력양성 프로그램을 중소기업에도 실질적으로 지원해달라"고 요청했다. 이정일 테크센드포토마스크 대표는 "반도체 시장 수요가 급증하는데 산업시설 신설·증설 제약이 많아 투자계획 실행 시기를 놓칠까 우려된다"며 "산업시설용지를 적극 검토해 이천 지역이 반도체 첨단산업도시로 발전할 수 있도록 해달라"고 건의했다.
김 지사는 "인력양성 프로그램으로 사람을 키워내는 것과 함께 높은 이직률 문제를 해결하는 것도 중요하다"며 "판교 등 산업클러스터 조성에 직주락(직장·주거·여가) 개념을 적용해 주거지도 함께 짓고 있는데, 경기 동부권 이천도 그 계획에 포함돼 있다"고 답했다. 이어 "해외 진출 시 반도체 소부장 기업들이 경기비즈니스센터(GBC)를 적극 활용할 수 있도록 하겠다"며 "도와 산하기관이 공급자 위주가 아니라 기업 입장에서 지원할 수 있도록 노력하겠다"고 약속했다.

Governor Kim said, "We consulted with the Ministry of Land, Infrastructure and Transport several times and revised the guidelines for contiguous development in natural preservation zones after 18 years," adding, "Please pay attention to completing the industrial complex project together." Gyeonggi Province held a ceremony declaring the first year of large-scale SOC development in eastern Gyeonggi last February and announced it would promote regional economic growth through public-private cooperation and investment worth 34 trillion won by 2040. Since then, the province has held several city and county meetings and formed a task force dedicated to regulatory improvement to build consensus for institutional reform. The Ministry of Land, Infrastructure and Transport revised the guidelines for contiguous development application in natural preservation zones in January this year. The revised guidelines allow industrial complex construction of up to 300,000㎡ in stages through review by the Seoul Metropolitan Area Readjustment Committee when establishing disorder prevention plans in the natural preservation zone of the eastern Seoul metropolitan area. Previously, only up to 60,000㎡ was possible.
◆ Reviewing Icheon cluster based on Yeoju case
Gyeonggi Province and Yeoju City submitted a proposal for the Yeoju Ganam general industrial complex cluster to the Seoul Metropolitan Area Readjustment Committee for review in April this year. It passed the Seoul Metropolitan Area Readjustment Review Committee on June 27 and is being promoted with the goal of starting construction next year after industrial complex construction plan review in November. Gyeonggi Province plans to review the possibility of proceeding with an industrial complex cluster in Icheon City based on the Yeoju Ganam general industrial complex cluster case. Icheon City has been unable to create industrial land above a certain scale since 1983 due to the Seoul Metropolitan Area Readjustment Planning Act.
◆ "Promoting workforce training and residential infrastructure expansion without setbacks"
Business leaders who attended the meeting are representatives of semiconductor fabless companies with SK Hynix and Samsung Electronics as clients. Park Jin, Executive Director of BCNC, said, "Icheon had more development restrictions than other regions, causing inefficiency, and the change in area restrictions is very meaningful not only for Icheon City but also for the fabless industry." Governor Kim responded, "It is important to train people through workforce training programs and also solve the high turnover rate problem," adding, "We are applying the work-residence-leisure concept to industrial cluster creation in Pangyo and other areas to build residential areas together, and eastern Gyeonggi Icheon is also included in that plan." He continued, "We will enable semiconductor fabless companies to actively utilize the Gyeonggi Business Center (GBC) when expanding overseas," and promised, "The province and its affiliated organizations will make efforts to provide support from the perspective of companies, not from a supplier-centered approach."
