인천시의회, "마을이 돌봄 주체 돼야" 통합돌봄 거버넌스 토론회 개최

◆내년 돌봄법 시행 앞두고 정책토론회

인천광역시의회 장성숙 의원(민주당·비례)이 시의회 문화복지위원회 세미나실에서 '인천형 지역통합돌봄 거버넌스 구축에 따른 마을·공동체 역할 모색 정책토론회'를 개최했다고 7일 밝혔다. 장 의원과 인천광역시 마을공동체 네트워크가 공동 주최하고 온마을로 사회적협동조합이 주관한 이번 토론회는 내년 3월 27일 돌봄통합지원법 시행을 앞두고 마련됐다.

김영철 공동의장(인천마공넷)은 "통합돌봄은 의료·주거·생활이 통합되는 마을에서 관계망을 기반으로 이뤄져야 온전하다"며 "마을공동체 없이는 지속 가능하지 않다"고 밝혔다. 김경숙 준비위원장(주민주도 돌봄 전국 네트워크)은 국내외 7가지 주민 참여 돌봄 사례를 소개하며 "주민은 수혜자가 아닌 문제를 발굴하고 해결을 조직하는 주체가 돼야 한다"고 강조했다.

◆현장 활동가들 "공간·자원 부족" 지적

토론에서 임채몽 이사장(영성마을 두레사협)은 "마을에서 고독사 발생 후 자발적인 반찬 나눔과 방문돌봄 활동을 시작했다"며 "관계성 기반 돌봄이 행정과 협력 시너지를 낼 수 있다"고 말했다. 최세원 회장(작전서운동 주민자치회)은 "주민이 수혜자이자 공급자로서 역할과 지위가 인정되고 보수가 동반돼야 한다"고 주장했다.

하미경 대표(용현5동 지역사회보장협의체)는 "커뮤니티 돌봄의 가장 큰 한계는 공간 부재와 자원 마련 부족"이라며 "지속가능성 확보를 위한 체계적 지원 정책과 법적 체계 마련이 필요하다"고 요청했다. 조은주 간사(연평면 주민자치회)는 "섬 지역은 의료 기반이 취약해 주민 사망 시 사망 진단조차 되지 않아 시신을 배에 태워 육지로 이송하는 과정에서 2~3일 방치된다"며 대책 마련을 촉구했다.

◆인천형 모델 연구용역 진행 중

허지연 노인정책과장은 "지역 돌봄 통합 지원 사업의 핵심은 의료와 복지 서비스를 연계하여 분절된 서비스를 묶는 것"이라며 "내년 법 시행에 맞춰 읍면동 기능 강화, 인력 확충, 사업비 배정 계획을 준비하고 있다"고 밝혔다.

장성숙 문화복지위원회 부위원장은 "현재 의원연구단체 활동으로 인천형 지역통합돌봄 모델 연구용역을 진행하고 있다"며 "의료와 일상 돌봄을 통합해야 진정한 통합돌봄이 가능하다"고 말했다. 장 의원은 "오늘 논의된 현장 목소리를 반영해 인천시민들이 집과 마을에서 돌봄을 받을 수 있도록 노력하겠다"고 덧붙였다.

◆Policy forum ahead of next year's care law implementation

Incheon Metropolitan City Council member Jang Seong-sook (Democratic Party, proportional) announced on the 7th that she held a policy forum titled "Exploring the Role of Villages and Communities in Building Incheon-type Regional Integrated Care Governance" at the City Council Culture and Welfare Committee seminar room. The forum, co-hosted by Council member Jang and the Incheon Metropolitan City Village Community Network and organized by Onmaeulro Social Cooperative, was prepared ahead of the Care Integration Support Act implementation on March 27 next year.

Kim Young-cheol, co-chairman (Incheon Village Community Network), stated, "Integrated care must be based on relationship networks in villages where medical care, housing, and living are integrated to be complete," adding, "It is not sustainable without village communities." Kim Kyung-sook, preparatory committee chairman (National Network for Resident-led Care), introduced seven domestic and international cases of resident participation in care and emphasized, "Residents must become subjects who discover problems and organize solutions, not just beneficiaries."

◆Field activists point out "lack of space and resources"

In the discussion, Im Chae-mong, chairman (Yeongseong Village Durae Cooperative), said, "After a lonely death occurred in the village, we started voluntary side dish sharing and home care activities," adding, "Relationship-based care can create synergy with administrative cooperation." Choi Se-won, chairman (Jakjeon Seoun-dong Residents' Council), argued, "Residents' roles and positions as both beneficiaries and providers must be recognized and accompanied by compensation."

Ha Mi-kyung, representative (Yonghyeon 5-dong Community Care Council), requested, "The biggest limitation of community care is the lack of space and insufficient resource preparation," adding, "Systematic support policies and legal systems must be established to secure sustainability." Jo Eun-joo, secretary (Yeonpyeong-myeon Residents' Council), urged countermeasures, stating, "Island areas have weak medical infrastructure, so death diagnoses cannot be made when residents die, and bodies are left unattended for 2-3 days during the process of being transported to the mainland by boat."

◆Incheon-type model research service underway

Heo Ji-yeon, head of the Elderly Policy Division, stated, "The core of the regional integrated care support project is to link medical and welfare services to bundle fragmented services," adding, "We are preparing plans to strengthen eup, myeon, and dong functions, expand personnel, and allocate project budgets in line with next year's law implementation."

Jang Seong-sook, vice chairman of the Culture and Welfare Committee, said, "We are currently conducting research services for the Incheon-type regional integrated care model through council member research group activities," adding, "True integrated care is only possible by integrating medical and daily care." Council member Jang added, "We will make efforts to ensure that Incheon citizens can receive care in their homes and villages by reflecting the voices from the field discussed today."
