인천경찰청은 수도권 오피스텔에서 성매매를 알선한 업주를 구속하고 성매수 남성 590명을 적발했다고 24일 밝혔다.
성매수 남성 중 17명은 공직자로 확인됐다.
경찰은 성매매 알선 등 행위의 처벌법 위반 혐의로 업주 A(30대)씨를 구속하고, 실장 3명과 성매매 여성 67명을 불구속 입건했다.
성매수를 한 B(20대)씨 등 590명도 불구속 입건했다. 이 중 17명은 공직자로 파악됐으며, 경찰은 해당 기관에 비위사실을 통보했다.
A씨 등은 2022년 10월부터 올해 2월까지 수도권 소재 오피스텔 20여 곳을 임차해 성매매 알선 사이트에 광고를 게재한 혐의를 받는다. 이를 보고 연락한 남성들에게 성매매를 알선했다.
이들은 수사기관 단속을 피하기 위해 수시로 사무실을 옮겼다. 대포폰, 텔레그램, CCTV 등을 활용했으며 외부에 간판을 설치하지 않았다.
사전 예약한 남성들에게 문자, 카카오톡, 텔레그램 등으로 입실 시간과 호실을 안내했다. 미리 대기하던 여성이 성매매에 가담하는 방식으로 운영했다.
경찰은 전체 범죄수익을 약 40억 원으로 파악했다. 업소가 13억 원, 성매매 여성이 27억 원을 벌어들인 것으로 조사됐다.
경찰은 이 중 약 12억 원 상당을 기소 전 추징보전해 범죄수익을 환수 조치했다.
출석에 불응한 성매수 남성 10여 명에 대해서는 추가 수사를 진행 중이다.
인천경찰청 관계자는 "전국적으로 오피스텔 성매매 사범이 성행하고 있어 근절 시까지 엄정한 단속을 이어갈 방침"이라고 말했다.

Police arrested operator A (in his 30s) on charges of violating the Act on the Punishment of Acts of Arranging Sexual Traffic, and booked three managers and 67 women engaged in prostitution without detention.
Police also booked 590 men, including B (in his 20s), who bought sex without detention. Seventeen of them were identified as public officials, and police notified the relevant agencies of the misconduct.
A and others are accused of renting about 20 officetels in the Seoul metropolitan area from October 2022 to February this year and posting advertisements on prostitution arrangement sites. They arranged prostitution for men who contacted them after seeing the advertisements.
They frequently moved offices to avoid crackdowns by investigative agencies. They used burner phones, Telegram, CCTV, and did not install signs outside.
They notified men who made advance reservations of the entry time and room number via text messages, KakaoTalk, and Telegram. Women who were waiting in advance participated in prostitution.
Police determined the total criminal proceeds to be approximately 4 billion won. The investigation found that the establishments earned 1.3 billion won and the women engaged in prostitution earned 2.7 billion won.
Police seized approximately 1.2 billion won through pre-indictment forfeiture preservation to recover criminal proceeds.
Additional investigations are underway for about 10 men who bought sex but failed to appear for questioning.
An Incheon Metropolitan Police Agency official said, "Officetel prostitution crimes are prevalent nationwide, and we plan to continue strict crackdowns until they are eradicated."
