◆ 16일 공청회 개최
인천광역시의회(의장 정해권)는 16일 오후 3시 의회운영위원회 회의실에서 '사법생태계 조성을 위한 공청회'를 개최한다. 인천시의회는 이번 공청회를 통해 인천고등법원 유치와 인천지방법원 북부지원, 인천지방검찰청 북부지청 개원에 대한 시민 공감대를 형성한다.
◆ 법률중심도시 발전 방향 논의
공청회는 '법률중심도시 육성에 관한 발전 방향'을 주제로 진행된다. 인천시 법무담당관이 인천고등법원 유치 후속 추진계획을 보고한다. 사법·법률 전문가, 학계 관계자, 언론사, 시민단체가 참여해 자유토론 방식으로 의견을 제시한다. 주요 토론 주제는 법률도시 인천 발전 정책 제언, 인천고등법원 설립 후 로스쿨 역할 확대 방안, 지속가능한 법조생태계 구축, 국제사법도시 조성 방안, 시민 사법접근성 향상 방안이다.
◆ 시민 참여와 정책 반영
정해권 의장은 "사법생태계는 기관 유치를 넘어 지역 주민이 체감하는 공정하고 신속한 사법서비스로 이어져야 한다"며 "공청회에서 제시된 의견을 관련 정책과 제도 개선에 반영하겠다"고 밝혔다. 공청회는 사법정책에 관심 있는 시민이면 누구나 참석할 수 있다. 인터넷 생중계와 유튜브 방송으로도 진행된다. 논의 결과는 인천시 사법 관련 정책 수립 기초자료로 활용된다.

◆ Public Hearing on 16th
The Incheon Metropolitan City Council (Chairman Chung Hae-kwon) will hold a "Public Hearing for Creating Judicial Ecosystem" at 3 p.m. on the 16th in the Council Management Committee meeting room. The Incheon City Council will form public consensus on attracting the Incheon High Court and opening the Northern Branch of Incheon District Court and the Northern Branch of Incheon District Prosecutors' Office through this public hearing.
◆ Discussion on Legal Hub City Development Direction
The public hearing will proceed under the theme of "Development Direction for Legal Hub City Development." The Incheon City Legal Affairs Officer will report on follow-up promotion plans for attracting the Incheon High Court. Judicial and legal experts, academic officials, media outlets, and civic groups will participate and present opinions in a free discussion format. Major discussion topics include policy recommendations for legal city Incheon development, expansion plans for law school roles after Incheon High Court establishment, sustainable legal ecosystem construction, international judicial city creation plans, and citizen judicial accessibility improvement measures.
◆ Citizen Participation and Policy Reflection
Chairman Chung Hae-kwon stated, "The judicial ecosystem must go beyond attracting institutions and lead to fair and prompt judicial services that local residents can experience," adding, "We will actively reflect the opinions presented at this public hearing in related policies and institutional improvements." The public hearing is open to any citizen interested in judicial policy. It will also be broadcast via internet live streaming and YouTube. The discussion results will be used as basic data for establishing Incheon City's judicial-related policies.
