시흥시가 1월 9일 시청 재난안전상황실에서 사회재난 대응체계 설명회를 열었다. 2026년 상반기 인사 발령으로 변경된 사회재난 대응 주관 부서의 부서장과 담당팀장이 참석했다. 시흥시는 인사 이동 직후 신속하게 설명회를 개최해 재난대응 공백을 최소화했다.
◆ 신속한 소통과 명확한 역할 분담 강조
설명회에서는 사회재난 대응체계, 주관부서의 임무와 역할, 최근 주요 사례 대응방법 및 시사점을 공유했다. 시흥시는 재난 발생 시 주관 부서와 관계기관 간 신속한 소통이 초기 대응체계 확립의 핵심이라고 강조했다. 각 부서가 역할과 책임을 명확히 인지해야 현장 중심의 신속한 대응이 가능하다고 설명했다.
◆ 시민 안전 위한 지속적 점검 약속
임병택 시흥시장은 "사회재난 대응의 핵심은 속도와 책임감 있는 실행"이라고 말했다. 임 시장은 "재난은 예고 없이 발생하는 만큼 철저한 사전 준비와 부서 간 공조가 중요하다"고 밝혔다. 임 시장은 "시민의 생명과 안전을 지키는 데 빈틈이 없도록 대응체계를 지속적으로 점검하고 강화하겠다"고 강조했다.

Department heads and team leaders of social disaster response departments reassigned in the first half of 2026 personnel reshuffle attended the session. Siheung City minimized disaster response gaps by swiftly organizing the briefing immediately after the personnel changes.
◆ Emphasis on Rapid Communication and Clear Role Division
The briefing covered the social disaster response system, duties and roles of lead departments, and response methods and implications from recent major cases. Siheung City emphasized that rapid communication between lead departments and related agencies is key to establishing an initial response system when disasters occur. The city explained that swift field-centered responses are possible only when each department clearly understands its roles and responsibilities.

Siheung Mayor Lim Byung-taek stated, "The core of social disaster response is speed and responsible action." Mayor Lim said, "Since disasters occur without warning, thorough advance preparation and inter-departmental cooperation are critical." Mayor Lim emphasized, "We will continuously review and strengthen the response system to ensure there are no gaps in protecting citizens' lives and safety."
