◆ 차량 공매 신청한 50대 여성, 삶 포기 직전

수원시 임대아파트에 거주하는 50대 여성 A 씨는 지난해 12월 중순 모든 것을 포기할 준비를 했다. ㄱ씨는 수개월간 임대료를 내지 못했고, 지방세와 과태료 체납으로 통장이 압류됐다. 일용직 일자리를 찾았지만 구하지 못했다. 몇 달 전 다리 인대가 끊어진 20대 아들은 병원 치료를 받지 못한 채 집에 있었다.

A씨는 체납한 지방세와 과태료를 조금이라도 갚으려고 10년이 넘은 차량을 공매 신청했다. 12월 중순 수원시 징수과 체납추적팀 신용철 주무관이 차량 공매 절차를 진행하기 위해 ㄱ씨의 아파트 주차장을 찾았다. 신 주무관은 차량을 견인하는 동안 체납 이유를 조심스럽게 물었다. ㄱ씨는 "아들과 같이 사는데 가진 것이 아무것도 없다. 먹을 것도 없어 며칠 동안 굶었다"고 답했다.

◆ 4000원으로 산 붕어빵 6개가 희망 됐다

신 주무관은 ㄱ씨의 사정을 듣고 "당장 먹을 음식은 있어야 하지 않겠느냐"며 마트에 같이 가자고 제안했다. ㄱ씨는 "괜찮다"고 손사래를 치며 집으로 돌아갔다. 모든 것을 정리하려 했기에 누구에게도 신세를 지고 싶지 않았다.

신 주무관은 ㄱ씨 가족을 이대로 두면 당장 무슨 일이 생길 것 같은 불안한 마음이 들었다. 현금인출기를 찾아 돌아다녔지만 찾지 못했다. 주머니에는 4000원밖에 없었다. 신 주무관은 붕어빵을 파는 트럭을 발견하고 4000원으로 붕어빵 6개를 사서 ㄱ씨의 집을 찾았다. 신 주무관은 "힘내세요"라고 위로하며 붕어빵을 건네주고 떠났다. ㄱ씨는 눈물을 흘렸다. 그날 붕어빵이 너무나 맛있었다. ㄱ씨는 '내가 더 살아도 될까'하는 생각이 들었다.

그 주 토요일 신 주무관은 쌀과 반찬거리, 라면을 들고 ㄱ씨의 집을 찾았다. 신 주무관은 "수원시 공무원은 수원시민들을 위해 일하는 사람이니 미안해하지 않고 드셔도 된다"며 "힘내세요"라는 말을 남기고 돌아섰다. 며칠 동안 굶주리다시피 했던 ㄱ씨는 모처럼 밥을 지어 먹었다. 아들은 갓 지은 밥에 간장을 넣어 비벼 먹더니 "아르바이트 자리라도 찾아보겠다"며 아픈 다리를 끌고 집을 나섰다.

◆ 2025년 마지막 밤에도 떡볶이 들고 방문

신 주무관은 종종 전화를 걸어 안부를 확인하고 일자리 정보, 동 행정복지센터 지원 방법, 무료법률상담, 세무서 조정 신청 등을 안내했다. ㄱ씨는 무료 법률지원상담을 받으러 갔고 세무서도 찾아가 세금 조정 신청을 알아봤다. 건강보험공단과 국민연금공단도 다녀왔다.

2025년 12월 31일 밤 신 주무관은 떡볶이와 순대, 튀김이 담긴 비닐봉지를 들고 ㄱ씨의 집을 찾았다. 신 주무관은 몰래 문고리에 걸어두고 가려고 했다며 멋쩍어했다. 신 주무관은 "오늘 날씨가 너무 추워서 오는 동안 음식이 다 식었다"며 "꼭 데워서 드셔라"고 당부했다.

9일 수원시청에서 만난 신 주무관은 "12월 31일에 찾아갔을 때는 처음 만났을 때보다 얼굴이 좋아지고 표정도 한결 밝아지셨다"며 "인사를 드리고 돌아서는데 '곧 좋은 소식을 전해 드리겠다'고 말씀하셨다"고 말했다.

A 씨는 과태료 체납으로 통장이 압류돼 일용직으로 일을 해도 급여를 받을 수 없었다. 징수과 합동영치태스크포스팀 마재철 주무관과 전화로 상담을 하며 사정을 이야기했다. 마 주무관은 친절한 목소리로 긴 시간 동안 이야기를 들어주고 해결 방법을 안내하며 "언제든 무슨 일이 생기면 전화를 달라"고 말했다.

수원시는 A 씨에게 기초생활수급자 신청 방법을 안내하며 신청을 도왔다. 민간 대기업이 운영하는 긴급위기가정지원 프로그램 신청을 안내해 A 씨는 연체된 임대료와 자립비, 생필품 등을 지원받기로 했다. ㄱ씨는 일자리도 찾고 있다.

A 씨는 1월 5일 수원시 홈페이지 '칭찬합시다' 게시판에 글을 올려 신용철 주무관과 마재철 주무관에게 고마움을 표현했다. ㄱ씨는 "제게 희망과 감사함을 알게 해주신 신용철 선생님께 깊이 감사드린다"며 "잘 살아서 꼭 보답하겠다"고 말했다.

신 주무관은 "며칠 전 김치를 택배로 보내드렸는데 '정말 오랜만에 김치를 먹었다'며 고마워하셨다"며 "ㄱ씨 가족이 자립할 때까지 계속해서 연락하며 안부를 확인하겠다"고 말했다.

◆ Woman in her 50s applies for vehicle auction, on verge of giving up on life

A woman in her 50s, Ms. G, living in a rental apartment in Suwon, prepared to give up everything in mid-December of last year. Ms. G failed to pay rent for several months, and her bank account was seized due to delinquent local taxes and fines. She tried to find daily work but could not secure any. Her son in his 20s, whose leg ligament was torn several months ago, stayed at home without receiving hospital treatment.

Ms. G applied for a vehicle auction to pay even a small amount of the delinquent local taxes and fines for her car that was over 10 years old. In mid-December, Shin Yong-cheol, an official from the Suwon City Tax Collection Department's Delinquency Tracking Team, visited Ms. G's apartment parking lot to proceed with the vehicle auction process. While towing the vehicle, Shin carefully asked about the reason for the delinquency. Ms. G answered, "I live with my son and have nothing. I had no food and starved for several days."

◆ Six bungeoppang bought with 4,000 won became hope

After hearing Ms. G's situation, Shin suggested, "You need food to eat right away, don't you? Let's go to the mart together." Ms. G waved her hands saying "It's okay" and returned home. She wanted to settle everything and did not want to be indebted to anyone.

Shin felt anxious that something might happen to Ms. G's family if left as they were. He searched for ATMs but could not find any. He only had 4,000 won in his pocket. Shin found a truck selling bungeoppang and bought six bungeoppang with the 4,000 won to visit Ms. G's home. Shin comforted her saying "Cheer up," handed over the bungeoppang, and left. Ms. G shed tears. The bungeoppang tasted so delicious that day. Ms. G thought, "Can I live longer?"

That Saturday, Shin visited Ms. G's home with rice, side dishes, and ramen. Shin said, "Suwon City officials work for Suwon citizens, so you don't have to feel sorry and can eat," leaving the words "Cheer up" and returned. Ms. G, who had been starving for several days, cooked rice for the first time in a while. Her son mixed freshly cooked rice with soy sauce and ate it, then said, "I'll look for a part-time job at least" and left the house dragging his injured leg.

◆ Visits with tteokbokki on the last night of 2025

Shin frequently called to check on them and provided information on job opportunities, ways to receive help from the local administrative welfare center, free legal consultation, and tax office adjustment applications. Ms. G went to receive free legal support consultation and visited the tax office to inquire about tax adjustment applications. She also visited the National Health Insurance Service and National Pension Service.

On the night of December 31, 2025, Shin visited Ms. G's home with a plastic bag containing tteokbokki, sundae, and fried food. He said awkwardly that he was trying to hang it on the door handle and leave secretly. Shin asked, "The weather was so cold today that the food got cold on the way. Please make sure to heat it up."

Shin, met at Suwon City Hall on the 9th, said, "When I visited on December 31, her face looked better than when I first met her, and her expression was much brighter," adding, "As I greeted and turned around, she said, 'I'll bring you good news soon.'"

Ms. G's bank account was seized due to delinquent fines, so she could not receive wages even if she worked daily jobs. She consulted over the phone with Ma Jae-cheol, an official from the Tax Collection Department's Joint Seizure Task Force Team, and explained her situation. Ma listened to her story for a long time in a kind voice, guided her on solutions, and said, "Call me anytime if anything happens."

Suwon City guided Ms. G on how to apply for basic livelihood recipient status and helped with the application. The city also guided her to apply for an emergency crisis family support program run by a private conglomerate, and Ms. G decided to receive support for overdue rent, self-reliance funds, and daily necessities. Ms. G is also looking for jobs.

On January 5, Ms. G posted on Suwon City's website "Let's Praise" bulletin board to express gratitude to officials Shin Yong-cheol and Ma Jae-cheol. Ms. G said, "I am deeply grateful to Mr. Shin Yong-cheol, who made me know hope and gratitude," adding, "I will live well and definitely repay you."

Shin said, "I sent kimchi by courier a few days ago, and she was grateful, saying, 'I ate kimchi for the first time in a really long time,'" adding, "I will continue to contact and check on Ms. G's family until they become self-reliant."
