도성훈 인천광역시교육감, 정근식 서울특별시교육감, 임태희 경기도교육감이 8일 경기도교육청사에서 '2026년 제1회 수도권교육감 간담회'를 열었다. 세 교육감은 학교 현장 지원 강화 방안을 논의했다.

◆ 과소학교 대책 협의

세 교육감은 학령인구 감소로 인한 소규모 학교 증가와 지역 간 교육 불균형 문제를 논의했다. 일률적인 학교 통폐합 대신 지역사회 공유학교, 주교복합형 학교 등 지역별·학교급별 특성을 반영한 학교 모델을 개발하기로 했다.

세 교육감은 교육부에 행정·재정 지원 확대를 요청하기로 합의했다. 2015년에 마련된 '적정규모학교 육성 및 분교장 개편 권고기준'을 현행 여건에 맞게 개편해 줄 것을 교육부에 요청할 계획이다.

◆ 학습 소프트웨어 법령 개선 추진

2025년 8월 개정된 '초·중등교육법' 제29조의2에 따라 학습지원 소프트웨어를 교육자료로 선정할 경우 교육부 장관이 정한 기준을 준수하고 학교운영위원회 심의를 거쳐야 한다.

세 교육감은 학교 현장에서 어려움이 생길 수 있다는 우려를 제기했다. 교육부와 시·도교육청 등 공공기관이 제작한 소프트웨어에 대해 실무협의회를 거쳐 학교 현장에서 사용이 편리하도록 제도를 정비하기로 했다. 대한민국교육감협의회에 안건을 상정해 관련 법령 개정을 건의하기로 합의했다.

◆ 지속 협력 계획

이번 간담회에서 논의된 사항들은 수도권 교육청 간 협력 체계를 바탕으로 지속 추진할 계획이다.

도성훈 교육감은 "수도권 지역의 특수한 상황을 반영한 정책 추진을 위해 서울·경기교육감과 긴밀히 협력하겠다"고 말했다.

◆ Discussion on Small School Measures

The three superintendents discussed the increase in small schools due to declining school-age population and regional educational imbalances. They agreed to develop school models reflecting regional and school-level characteristics, such as community-shared schools and residential-educational complex schools, instead of uniform school consolidation.

The three superintendents agreed to request expanded administrative and financial support from the Ministry of Education. They plan to request the Ministry of Education to revise the "Guidelines for Fostering Appropriate-Size Schools and Reorganizing Branch Schools" established in 2015 to fit current conditions.

◆ Promotion of Learning Software Legislation Improvement

According to Article 29-2 of the "Elementary and Secondary Education Act" revised in August 2025, when selecting learning support software as educational materials, schools must comply with standards set by the Minister of Education and undergo deliberation by the school operation committee.

The three superintendents raised concerns about potential difficulties in schools. They agreed to streamline the system through working-level consultations for software produced by public institutions such as the Ministry of Education and metropolitan and provincial offices of education to facilitate use in schools. They agreed to propose the revision of related legislation by submitting an agenda to the Council of Superintendents of Education.

◆ Continued Cooperation Plan

The matters discussed at this meeting will continue to be pursued based on the cooperation system among metropolitan area offices of education.

Superintendent Do Seong-hoon said, "We will closely cooperate with the Seoul and Gyeonggi superintendents to promote policies reflecting the special circumstances of the metropolitan area."
