서구는 확보한 특별교부세 14억 원을 검단구 임시청사 인프라 구축에 배정했다. 검단구 임시청사 내부환경 개선공사에 5억 원, 주차장 환경개선공사에 6억 원, 기록관 및 민원실 구축에 3억 원을 각각 투입한다. 이는 검단구가 2026년 7월 본격 개청을 앞두고 필요한 기본 시설을 갖추려는 조치다.

◆ 총 200억 규모 재정지원 체계 완성

인천시는 신설구 출범 준비에 시비 101억 3,832만 원과 특별조정교부금 81억 7,200만 원을 교부 결정했다. 시비는 2025년 73억 5,000만 원, 2026년 27억 8,832만 원으로 나뉜다. 임시청사 설계비와 공사비, 임차료 지원 외에도 정보통신 인프라 구축, 폐쇄회로 텔레비전(CCTV) 통합관제센터 환경개선 등을 포함한다.

◆ 법적 근거 마련으로 국비 지원 제도화

인천시는 지난 12월 2일 국회 본회의를 통과한 「인천광역시 제물포구·영종구 및 검단구 설치 등에 관한 법률」 일부개정법률안을 통해 신설 자치구에 대한 재정지원 조항을 신설했다. 이는 행정체제 개편을 위한 국비 지원의 제도적 기반을 마련한 것이다. 유정복 시장은 "앞으로도 중앙정부와 긴밀히 협력해 행·재정적 지원을 지속적으로 추진하겠다"고 밝혔다.

◆ Gundan-gu Temporary City Hall Construction Gains Momentum

Seo-gu allocated the 1.4 billion won special subsidy toward building the foundational infrastructure for Gundan-gu. The funds will be distributed as follows: 500 million won for interior environmental improvements at the temporary city hall, 600 million won for parking lot improvements, and 300 million won for establishing records management and civil service centers. These investments ensure Gundan-gu possesses essential facilities before its official opening in July 2026.

◆ 20 Billion Won Financial Support System Completed

The Incheon Metropolitan Government approved city budget allocations of 10.138 billion won and special adjustment subsidies of 8.172 billion won for establishing the new districts. City budget funds are distributed across 2025 (7.35 billion won) and 2026 (2.788 billion won). These funds cover temporary city hall design, construction, rental costs, information technology infrastructure development, and improvements to closed-circuit television integrated monitoring centers.

◆ Legal Foundation Established for National Treasury Support

The Incheon Metropolitan Government implemented institutional foundations for state-level subsidies through a revised law passed by the National Assembly on December 2. The amended "Act on the Establishment of Jemuipo-gu, Yeongjong-gu, and Gundan-gu in Incheon" newly incorporates financial support provisions for the newly established autonomous districts. Mayor Yu Jeong-bok stated: "We will continue to cooperate closely with the central government to advance administrative and financial support."
