◆ 수출입은행 괌 태양광 사업 금융 지원
한국수출입은행(은행장 황기연, 이하 수은)은 19일 한국전력공사·한국동서발전·삼성물산이 수주한 괌 요나(Yona) 태양광 발전사업에 총 2억4100만 달러 규모의 금융을 제공한다고 밝혔다. 이번 금융 지원은 프로젝트 파이낸스(PF) 대출 1억5000만 달러 및 사업주 지원을 위한 자본금연계대출(EBL) 9100만 달러로 구성된다. 우리 기업의 해외 진출을 위한 맞춤형 패키지로 제공된다.
◆ 사업 개요
이번 사업은 괌 요나 지역에 태양광 발전소(132MW 규모)와 배터리에너지저장장치(BESS, 325MWh 용량)를 건설·운영하는 프로젝트다. 연평균 예상 발전량은 222GWh에 달한다. 이는 괌 2만 가구의 연 평균 전력 소비량 합계(211GWh)를 뛰어넘는 수준이다. 총사업비는 5억 달러를 넘는다. 축구장 360개 넓이의 250만㎡ 사업부지에 태양광패널 약 20만 장을 설치할 예정이다. 발주처인 괌 전력청(GPA)은 재생에너지 확대 프로그램의 일환으로 본 사업을 발주했다. 괌 전력청은 이번 사업에서 생산된 전력을 25년간 전량 구매할 예정이다.
◆ 사업 의의 및 향후 전망
사업 완료 시 우리 기업이 주도하는 괌 내 발전 용량은 기존 258MW에서 총 390MW로 확대된다. 괌 전체 발전 용량(708MW)의 55%를 차지하는 수준이다. 이번 사업은 사업주 지분 100%, 설계·조달·시공(EPC, 삼성물산), 운영·관리(O&M)까지 사업 전 부문을 우리 기업이 주도한다. 향후 괌 내 후속 발주사업 수주를 위한 중요 기반도 마련했다. 수은은 입찰 초기부터 관심서한 발급 등을 통해 우리 기업의 금융조달 경쟁력을 끌어올려 수주에 크게 기여했다. 수은 관계자는 "이번 사업은 우리 기업이 사업 전 과정을 이끌어가며 국부 창출을 극대화할 수 있어 수은의 금융지원 필요성이 매우 컸다"고 말했다. 그는 "앞으로도 태양광, 해상풍력 등 우리 기업의 친환경 에너지 사업 수주를 적극 지원해 글로벌 탄소중립 달성 및 기후위기 대응에 기여할 예정"이라고 강조했다.

◆ Project Overview
This project involves constructing and operating a solar power plant (132MW capacity) and battery energy storage system (BESS, 325MWh capacity) in the Yona area of Guam. The estimated annual average power generation reaches 222GWh. This exceeds the combined annual average power consumption (211GWh) of 20,000 households in Guam. The total project cost exceeds $500 million. About 200,000 solar panels will be installed on a 2.5 million㎡ project site equivalent to 360 soccer fields. The Guam Power Authority (GPA), the project owner, ordered this project as part of its renewable energy expansion program. GPA plans to purchase all power produced from this project for 25 years.

Upon project completion, the power generation capacity led by Korean companies in Guam will expand from the existing 258MW to a total of 390MW. This accounts for 55% of Guam's total power generation capacity (708MW). This project is significant in that Korean companies lead all aspects of the project, including 100% equity ownership, engineering, procurement and construction (EPC, Samsung C&T), and operation and management (O&M). It also established an important foundation for winning follow-up projects in Guam. KEXIM greatly contributed to winning the contract by enhancing Korean companies' financial procurement competitiveness through issuing letters of interest from the early bidding stage. A KEXIM official said, "This project had a great need for KEXIM's financial support as Korean companies lead the entire project process and can maximize national wealth creation." He emphasized, "We will continue to actively support Korean companies in winning eco-friendly energy projects such as solar and offshore wind power to contribute to achieving global carbon neutrality and responding to the climate crisis."
