외교부가 수원특례시를 '2025 공공외교 우수 사례'의 우수기관으로 선정했다. 올해 선정된 기초지방정부 중 수원시가 유일하다.

수원시가 시민 참여 공공외교 모델을 구축해 평가받았다. 이재준 수원시장이 주도하는 국제자매도시 시민교류위원회가 핵심이다.

수원시는 국제자매도시 교류 기반을 시민 중심으로 전환했다. 교류 잠재력이 높은 도시들을 중점협력도시로 선정하고 국제자매도시 시민교류위원회를 구성·운영 중이다.

각 위원회는 정례회의와 도시별 소통 시스템으로 시민 의견을 정책에 반영한다. 시민들이 문화·경제·체육·교육·환경 등 다양한 분야에서 직접 발굴·제안·참여하는 자매도시 교류 사업을 운영한다.

수원시는 올해 시민교류위원회를 기존 5개 도시에서 7개 도시로 확대했다. 위원 규모는 95명에서 124명으로 증원했다.

시민들이 단순 자문을 넘어 교류 사업 기획과 실행에 직접 참여하며 실질적인 민간외교 주체로 활동한다.

수원시는 7개 도시 위원회 임원으로 구성된 임원협의체를 신설했다. 개별 도시에서 추진하던 교류 사업을 전체 도시 차원에서 연계·조정하는 통합 협력체계를 마련했다.

수원시는 자매도시 시민 간 상호교류와 대표단 교류간담회 등 시민 외교관이 참여하는 행사를 운영했다.

수원시 관계자는 "시민 참여 공공외교로 국제도시 위상을 높였다"며 "기초지방정부도 국가 공공외교의 중요한 축이 될 수 있음을 증명했다"고 말했다. 관계자는 "우수기관 선정을 계기로 시민 주도 도시외교 교류 기반을 확대하겠다"고 덧붙였다.

Expands International Sister City Citizen Exchange Committee to 7 Cities…Increases Members to 124

The Ministry of Foreign Affairs selected Suwon Metropolitan City as an excellent public diplomacy case for 2025. Among basic local governments selected this year, Suwon is the only municipality to receive this recognition.

Suwon received the award for establishing a citizen-centered public diplomacy model. The International Sister City Citizen Exchange Committee, led by Mayor Yeo Jae-jun, proved instrumental in the achievement.

Suwon transformed its international sister city exchange foundation to center on citizens. The city designates cities with high exchange potential as priority cooperation cities and operates the International Sister City Citizen Exchange Committee.

Each committee reflects citizen opinions in policy through regular meetings and city-specific communication systems. Citizens directly discover, propose, and participate in sister city exchange projects across diverse fields including culture, economy, sports, education, and environment.

Suwon expanded its Citizen Exchange Committee from five to seven cities this year. The number of committee members increased from 95 to 124.

Citizens participate beyond advisory roles in planning and executing exchange projects, serving as substantive private diplomacy actors.

Suwon established an Executive Council composed of officers from the seven city committees. The city created an integrated cooperation system linking and coordinating exchange projects previously pursued individually across all participating cities.

Suwon operates exchange events featuring citizen diplomats, including mutual exchanges among sister city residents and discussion forums with sister city delegations.

A Suwon municipal official said, "We elevated the status of an international city through citizen-centered public diplomacy," and added, "We demonstrated that basic local governments can play an important role as pillars of national public diplomacy." The official stated, "Prompted by this recognition as an excellent institution, we will expand the foundation of citizen-led city diplomacy exchange."
