이성윤 더불어민주당 의원이 14일 국회 소통관에서 기자회견을 열고 당 최고위원 보궐선거 출마를 공식 선언했다.

이 의원은 “정치검찰과 조희대 대법원을 개혁하고 윤석열 내란을 종식시킬 적임자라 자부한다”며 “검찰·사법개혁 완수와 내란 종식의 선봉장으로 최고위원에 출마한다”고 밝혔다.

그는 서울중앙지검장 재직 시절 윤석열 검찰에 맞섰고, 국회 법제사법위원으로 활동하며 검찰개혁 입법을 추진했다고 설명했다. 이어 “헌법재판소의 윤석열 파면 결정을 이끈 국회 탄핵소추단으로 활동했다”고 덧붙였다.

이 의원은 “정치검찰의 행태를 누구보다 잘 알고 있다”며 “이재명 정부 성공을 위해 민주 회복 3대 과제에 집중하겠다”고 밝혔다. 그는 “내년 9월까지 검찰청을 폐지하고 공소청과 중대범죄수사청을 신설해 검찰개혁을 완결하겠다”며 “법원행정처를 폐지하고 사법행정위원회를 출범시켜 사법권을 국민 중심 구조로 바꾸겠다”고 강조했다.

또 “윤석열·김건희 내란 사건과 국정농단 비리를 규명하기 위해 2차 종합특검을 추진하겠다”며 “조희대 대법원장이 연루된 사법 쿠데타 의혹에 대한 철저한 수사를 촉구한다”고 말했다.

이 의원은 “법사위와 당을 연결하는 가교 역할을 수행해 개혁을 완수하고 내란 세력을 단죄하겠다”며 “내년 6월 지방선거에서 승리로 개혁을 완성하자”고 강조했다.

출마 선언 직후 ‘정청래 계파 보궐선거’라는 언론 해석에 대해 그는 “당에 그런 구도는 존재하지 않는다”며 “당이 원팀으로 개혁입법을 완수하고 내란 세력을 청산해야 한다”고 답했다.

‘당이 정부와 엇박자를 낸다’는 당내 의견에 대해 이 의원은 “이견은 민주주의의 건강성”이라며 “지금은 개혁입법과 내란 세력 청산에 집중할 때”라고 말했다.

민주당 최고위원 보궐선거는 내년 1월 11일 실시된다. 현재 이건태 의원, 유동철 부산 수영구 지역위원장이 출마를 선언했으며, 강득구 의원이 15일, 문정복 의원도 출마를 검토 중이다.

Pledges to Abolish Prosecution Office and End “Insurrection”

Rep. Lee Sung-yoon of the Democratic Party of Korea officially announced his candidacy for the party’s Supreme Council by-election at a press conference at the National Assembly communication center on December 14.

Lee said, “I am the right person to reform the political prosecution and Supreme Court Chief Justice Cho Hee-dae, and to end Yoon Suk-yeol’s insurrection,” declaring his bid as a frontrunner for judicial reform and closure of the insurrection.

Lee explained that as former Seoul Central District Prosecutor, he confronted the Yoon-led prosecution and later worked on the Legislation and Judiciary Committee, leading related reform bills. He also said he took part in the National Assembly impeachment panel that led to the Constitutional Court’s ruling to remove Yoon from office.

He pledged to “focus on three key tasks for democratic restoration to ensure the success of the Lee Jae-myung administration,” adding that “by September next year, I will abolish the Prosecution Office, launch the Public Prosecution Agency and Serious Crime Investigation Agency, and complete prosecution reform.” He also vowed to disband the Court Administration Office and establish a Judicial Administration Committee “to restore judicial power to the people.”

Lee announced plans to push for a second round of special investigations into alleged corruption and government misconduct involving Yoon Suk-yeol and Kim Keon-hee, saying, “I demand a full investigation into the alleged judicial coup involving Chief Justice Cho Hee-dae.”

Emphasizing unity, Lee said, “A Supreme Council member must bridge the party and the Legislation and Judiciary Committee to complete reforms and punish those behind the insurrection. Let us achieve victory in the June local elections.”

When asked about interpretations of the race as a proxy battle between factions within the party, Lee responded, “There is no such factional frame in the Democratic Party. We must unite as one team to complete reform legislation and dismantle the remnants of insurrection.”

The by-election, scheduled for January 11, 2026, was called following resignations for local election bids. Lawmaker Lee Geon-tae and Busan Suyeong District Chair Yoo Dong-chul have declared candidacies, while Reps. Kang Deuk-gu and Moon Jeong-bok are also expected to run.
