◆ 불법 어업 8건 적발

인천시는 지난 9월부터 11월까지 3개월간 군·구와 합동으로 불법 어업 수사를 벌여 모두 8건의 위반 행위를 적발했다고 12일 밝혔다. 인천시는 가을 행락철을 맞아 수산자원 보호와 건전한 어업 질서 확립을 위해 수사에 나섰다. 육상에서는 수협 위판장과 어시장, 주요 항·포구를 대상으로 했다. 해상에서는 어업지도선 10척을 투입해 해역·업종별 맞춤형 수사를 했다. 적발 내역은 총허용어획량(TAC) 보고 및 판매 장소 위반 1건, 불법 어구 적재 1건, 승인 받지 않은 2중 이상 자망 사용 1건, 조업구역 위반 2건, 어구 실명제 미이행 2건, 어선 명칭 등 표시 위반 1건이다.

◆ 주요 적발 사례

어업인 A씨는 TAC에 따라 포획한 어획량을 관계 기관에 보고하지 않고 지정된 판매 장소 외에서 매매했다. 어업인 B씨는 어선에 불법 어구를 적재해 적발됐다. 어업인 C씨는 타 시도 어선으로 인천 해역에서 무허가 조업을 했다. 현행 수산 관련 법령에서는 조업 구역 위반 시 최대 3년 이하 징역형 또는 3천만 원 이하 벌금에 처한다. 어선 명칭 등 표시 위반 시 1년 이하 징역형 또는 1천만 원 이하 벌금을 부과한다. TAC 보고 및 판매 장소 위반 시 300만 원 이하 벌금을 부과한다.

◆ 향후 조치

인천시는 이번 적발한 불법 어업 행위에 대해 즉각 사법처리 절차를 밟는다. 관할 군·구에 어업 정지 또는 과태료 부과 등 행정처분을 요청할 계획이다. 최종문 인천시 특별사법경찰관은 "불법 어업 근절을 위해 수사를 계속 강화할 예정"이라며 "어업인들이 책임감을 갖고 법령을 준수하며 어족자원을 보호하는 데 앞장서 주길 바란다"고 말했다.

Incheon City announced on the 12th that it detected a total of 8 violations through illegal fishing investigations conducted jointly with counties and districts for 3 months from September to November. On land, investigations targeted fishery cooperative auction sites, fish markets, and major ports. Under current fishery-related laws, fishing zone violations are punishable by up to 3 years in prison or a fine of up to 30 million won. Fishing vessel name display violations are punishable by up to 1 year in prison or a fine of up to 10 million won. TAC reporting and sales location violations are punishable by a fine of up to 3 million won.

◆ Future Measures

Incheon City will immediately proceed with judicial processing for the detected illegal fishing activities. It plans to request administrative measures such as fishing suspension or fines from the relevant counties and districts. Choi Jong-moon, Special Judicial Police Officer of Incheon City, said, "We plan to continue strengthening investigations to eradicate illegal fishing," adding, "We hope fishermen will take responsibility, comply with laws, and take the lead in protecting fish resources."
