◆ 첫 사례, 지방정부가 주도한 국제노동페스타

경기도가 국제노동기구(ILO)와 고용노동부와 함께 12월 16일부터 17일까지 고양시 킨텍스 제2전시관에서 '2025 국제노동페스타'를 개최한다. 지방정부와 국제기구, 중앙정부가 공동으로 노동 관련 국제행사를 주최한 사례는 이번이 처음이다. 행사는 '청년, 지방정부 그리고 일의 미래'를 주제로 진행되며, AI 등 기술 변화에 따른 지방정부의 역할과 미래 노동정책 수립을 핵심으로 다룬다.

◆ ILO 글로벌 청년고용포럼, 아시아서 처음 열린다

국제노동기구가 주관하는 제3회 글로벌 청년고용포럼(G.Y.E.F.)이 경기도에서 개최된다. 이 포럼은 2012년 스위스 제네바, 2019년 나이지리아 아부자에 이어 세 번째로 열린다. 아시아 지역에선 처음이다. 포럼에는 50개국 97명의 청년 대표단(국내 34명, 해외 63명)이 참석해 청년 고용 해법을 모색한다. 김동연 경기도지사, 김영훈 고용노동부 장관, 이상헌 ILO 고용정책국장, 호르다니 아우레냐 국제노동조합총연맹(ITUC) 부사무총장 등 국제기구 주요 인사가 참석한다. 한국노총 김동명 위원장, 민주노총 양경수 위원장, 손경식 한국경총 회장 등 국내 노사정 지도부도 참석한다.

◆ 16일 정책의 날, 17일 대화의 날로 진행

16일은 정책 수립을 중심으로 진행된다. 오전에는 '청년 100인과의 대화'를 열어 청년들이 계층 이동 가능성, 일과 삶의 균형, AI와 일자리의 미래 등을 논의한다. 오후에는 국제노동포럼에서 영국 맨체스터 광역정부, 콜롬비아 우일라주 등 해외 사례를 통해 '괜찮은 일자리'와 지방정부의 역할을 살펴본다. 이어 EU의 플랫폼 노동 지침과 독일 브란덴브루크주 사례를 통해 디지털 전환에 대한 정책 대응을 논의한다. 17일은 '대화의 날'로 제3회 글로벌 청년 고용 포럼이 열린다. 포럼에서는 '디지털 및 녹색경제에서의 포용적 고용 해법과 청년 노동권'을 주제로 토의를 진행한다. 행사 마지막에 청년 참가자들이 작성한 '청년고용 행동계획'을 공유한다. 17일에는 부대행사로 이상헌 ILO 고용정책국장의 북콘서트와 플랫폼 노동단체의 토론회도 개최된다.

◆ ILO Global Youth Employment Forum Held in Asia for the First Time

The third Global Youth Employment Forum (G.Y.E.F.), organized by the International Labour Organization, will be held in Gyeonggi Province. The forum convenes for the third time, following events in Geneva, Switzerland in 2012 and Abuja, Nigeria in 2019. This is the first time the forum has been held in Asia. The forum will bring together youth representatives from 50 countries (34 from Korea, 63 from abroad) to explore solutions for youth employment. Key officials from international organizations will attend, including Gyeonggi Province Governor Kim Dong-yeon, Minister of Employment and Labor Kim Young-hoon, ILO Director of Employment Policy Lee Sang-heon, and ITUC Deputy Secretary General Hordane Aureneau. Domestic labor-management-government leaders, including Korean Confederation of Trade Unions Chairman Kim Dong-myung, Korean Federation of Trade Unions Chairman Yang Kyung-soo, and Federation of Korean Industries Chairman Son Kyung-shik, will also attend.

◆ December 16 Policy Day, December 17 Dialogue Day

December 16 focuses on policy development. The morning will feature a "Dialogue with 100 Youth" where young people discuss social mobility, work-life balance, and AI's impact on employment. The afternoon International Labor Forum will examine best practices from the Manchester City Council in the UK and Cauca Department in Colombia regarding decent work and local government roles. Following this, the forum will discuss policy responses to digital transformation through the EU's platform work directive and the Brandenburg region of Germany's experiences. December 17 will be the Dialogue Day, featuring the third Global Youth Employment Forum. Discussions will focus on "Inclusive Employment Solutions in the Digital and Green Economy and Youth Labor Rights." The event concludes with youth participants sharing the "Youth Employment Action Plan" they developed. December 17 will also include a book concert by Lee Sang-heon, ILO Director of Employment Policy, and a discussion forum featuring platform labor organizations.
