수원특례시가 2025년 적극행정 실행계획 17개 이행과제를 모두 추진했다. 시는 지난 11월 17일부터 3주 동안 5개 분야 중점 과제 8건을 점검 완료했다. 이재준 시장 체제에서 추진한 적극행정 정책이 목표를 달성한 것이다. 올해 우수사례 경진대회는 상하반기 2회 개최해 14건의 우수사례를 선정했다.
◆ 성과급 최고등급부터 포상휴가까지 인센티브 강화
시는 적극행정을 주도한 공무원에게 성과급 최고 등급, 실적가점, 포상휴가 등을 부여했다. 협업 마일리지 제도를 6급 이하 직원까지 확대 운영 중이다. 규제 개선·민원 대응·업무 적극 추진을 기준으로 포상금과 당직면제권 같은 무형 인센티브를 지급하는 체계다. 적극행정 공무원 보호를 위해 상급 기관 사전 컨설팅, 감사원 현장 상담창구 이용, 소송 대리·변호 비용 지원도 운영 중이다.
◆ 330여 명 공무원 교육... 대통령상·장려상 수상
시는 전 공직자를 대상으로 적극행정 교육을 운영해 330여 명이 참여했다. 참여형 심화교육도 진행했다. 행정안전부가 2024년 적극행정 추진 성과를 평가하는 '2025년 적극행정 종합평가'에서 수원시는 지난 3월 최우수기관으로 선정돼 대통령상을 수상했다. 경기도 주관 '2025년 적극행정 우수사례 경진대회'에서 장려상을 받았다.

◆ All 17 Tasks in Five Sectors Completed
Suwon Metropolitan City completed all 17 implementation tasks of its 2025 Proactive Administration Action Plan. The city finished inspecting eight priority tasks across five sectors over three weeks beginning November 17. The proactive administration policy promoted under Mayor Lee Jae-jun's administration achieved its goals. The city held the Excellence Competition twice in the first and second half of the year, selecting 14 outstanding cases.
◆ Incentive Strengthening from Top-Level Performance Bonuses to Vacation Rewards
The city granted top-level performance bonuses, merit points, and paid vacation days to public officials who led proactive administration efforts. The collaboration mileage program expanded to include employees of grade 6 and below. The system operates by awarding reward payments and exemptions from duty shifts as intangible incentives based on regulatory improvements, civil complaint responses, and active task promotion. The city operates preliminary consultation with higher-level agencies, use of the Audit Office on-site consultation window, and litigation representation and legal counsel cost support to protect proactive administration public officials.
◆ 330 Public Officials Trained... Receives Presidential Commendation and Excellence Award
The city operated proactive administration training targeting all public officials, with approximately 330 people participating. The city also conducted participatory advanced training programs. In the 2025 Comprehensive Proactive Administration Evaluation, which the Ministry of the Interior and Safety conducted to assess 2024 proactive administration performance, Suwon was selected as the top-rated organization in March and received the Presidential Commendation. The city won the Excellence Award at the 2025 Proactive Administration Excellence Case Competition organized by Gyeonggi Province.
