◆ 4개 영역 모두 우수 평가 획득

고양특례시가 10일 성평등가족부 주관 '2025년 청소년정책 우수 지자체 평가'에서 국무총리 표창을 수상했다. 고양시는 청소년 참여, 복지 강화, 진로 역량 증진, 지역 특화사업 전 영역에서 높은 점수를 받았다. 이동환 시장이 주도하는 고양시는 청소년을 오늘의 주인공으로 규정하고 직접 정책을 제안·실행하는 기회를 확대했다.

◆ 참여 기회 확대, 문화·스포츠 활동 강화

고양시는 청소년의회, 청소년참여위원회, 청소년제안창작소를 통해 청소년이 조례 개정과 시정에 직접 반영되는 정책을 실현했다. 문화·예술·스포츠 분야에서는 청소년 퍼포먼스 대회를 개최하고 장애 청소년 맞춤형 예술교육을 제공했다. 지역 기관과 스포츠 구단과의 협력으로 농구, 풋살 등 전문적 스포츠 참여 기회를 청소년에게 제공했다. 청소년 어울림마당은 지역 유관 기관과의 협력을 통해 지역 대표 축제로 자리 잡았다.

◆ 진로 지원과 복지 안전망 강화

고양시는 청소년 생애 디자인 특성화 사업을 추진했다. '청소년 인생 스타트업', 'Lab to Market' 등 맞춤형 프로그램으로 현장 직업체험, 대학생 및 직업인 멘토링, 창업 교육을 실시했다. 시는 진로 교육으로 교육부 장관상을 수상했다. 복지·안전 분야에서 이동상담버스 '공감톡톡'으로 지역 간 서비스 격차를 해소했다. 학교 밖 청소년 지원 사업은 시군 합동평가에서 최고 등급 S등급을 획득했다. 지역 특화사업인 전통시장 연계 친환경 캠페인 '용기낼 고양'과 항공우주 교육 프로그램으로 청소년의 지역사회 참여 기회를 제공했다.

Goyang Special City received a Prime Minister's commendation on the 10th from the Ministry of Gender Equality and Family in the '2025 Outstanding Local Government Youth Policy Evaluation.' Goyang City scored high in youth participation, welfare strengthening, career development capability, and regional specialized projects. Under Mayor Lee Dong-hwan's leadership, Goyang City designated youth as protagonists of today and expanded opportunities for youth to directly propose and implement policies.

◆ Expands Participation Opportunities, Strengthens Culture and Sports Activities

Goyang City enabled youth to directly realize policies reflected in ordinance amendments and city administration through the Youth Council, Youth Participation Committee, and Youth Proposal Creative Center. In culture, arts, and sports fields, the city hosted a youth performance competition and provided customized art education for youth with disabilities. Through cooperation with regional institutions and sports clubs, the city provided professional sports participation opportunities in basketball and futsal for youth. The Youth Festival has established itself as a representative regional festival through cooperation with local-related organizations.

◆ Strengthens Career Support and Welfare Safety Net

Goyang City promoted a youth life design specialization project. Through customized programs such as 'Youth Life Startup' and 'Lab to Market,' the city implemented on-site vocational experience, mentoring from university students and professionals, and entrepreneurship education. The city received the Minister of Education Award for career education. In welfare and safety, the mobile counseling bus 'Empathy Talk Talk' resolved service gaps between regions. Out-of-school youth support projects achieved the highest S-level rating in the inter-municipal joint evaluation. Regional specialized projects including the eco-friendly campaign 'Courage Goyang' linked to traditional markets and aerospace education programs provided opportunities for youth to participate in the community.
