◆ 철도노조, 파업 직전 잠정 합의
전국철도노동조합이 11일 예정했던 무기한 총파업을 유보했다. 철도노조는 이날 0시 30분께 "전날 오후 11시 55분께 핵심 쟁점이었던 성과급 정상화 등에 대해 코레일과 잠정 합의가 이뤄져 파업을 유보한다"고 밝혔다. 철도노조는 전날 코레일 서울본부에서 본교섭을 진행했으나 결렬돼 이날 오전 9시부터 무기한 총파업을 예고한 바 있다.
◆ 조합원 정상 근무
당초 필수유지인력을 제외한 약 50%가 파업에 참여할 예정이었으나 계획을 철회했다. 동대구역을 지나는 열차도 감축 없이 평시처럼 운행한다. 파업이 진행될 경우 KTX는 66.5%, 새마을호 57.6%, 무궁화호 53.5% 수준으로 운행할 예정이었다.
◆ 핵심 쟁점은 성과급 정상화
교섭의 핵심 쟁점은 성과급 정상화였다. 철도노조는 다른 공기업과 동일하게 기본금 100%를 기준으로 성과급을 지급해야 한다고 주장해왔다. 현재 철도노조와 코레일은 남은 임금교섭 쟁점을 조율하기 위한 협상을 이어가고 있다.

◆ Railway Union Reaches Tentative Agreement Just Before Strike
The National Railway Workers' Union suspended the indefinite general strike scheduled for December 11. The railway union announced at 12:30 a.m. that day, "A tentative agreement was reached with Korail at 11:55 p.m. the previous day on the key issue of bonus normalization, so we are suspending the strike." The railway union had warned of an indefinite general strike starting at 9 a.m. that day after negotiations at Korail Seoul Headquarters the previous day collapsed.
◆ Union Members Return to Normal Duty
Originally, about 50% excluding essential maintenance personnel were scheduled to participate in the strike, but the plan was withdrawn. Trains passing through Dongdaegu Station will also operate normally without reduction. If the strike had proceeded, KTX would have operated at 66.5%, Saemaeul at 57.6%, and Mugunghwa at 53.5%.
◆ Key Issue Was Bonus Normalization
The key issue in negotiations was bonus normalization. The railway union has argued that bonuses should be paid based on 100% of base salary, the same as other public corporations. Currently, the railway union and Korail are continuing negotiations to coordinate remaining wage bargaining issues.
