인천광역시의회 이용창 의원(국·서구2)이 18세 이상 39세 이하 청년이 경영하는 기업을 지원하는 조례안 통과를 이끌었다. 1일 산업경제위원회 심의를 통과한 '인천광역시 청년 기업 지원 조례안'은 중소기업기본법에 따른 인천 소재 청년기업 지원에 필요한 제도적 근거를 마련한다.
조례안은 청년기업 지원 범위를 기술개발·개선, 정책자금 지원, 제품·서비스 마케팅 및 홍보, 국내외 전시·박람회 참가, 판로 개척 등 5가지로 규정했다. 우수 청년기업으로 인증받으면 인증서 발급과 함께 제품 구매촉진 협조 요청도 가능하다. 시장의 책무와 청년기업 지원계획 수립, 인증 방법 등 운영체계도 담았다.
이용창 의원은 "유명 대기업 다수도 청년의 열정으로 시작한 기업들"이라며 "이번 조례로 청년기업이 지역경제 성장 동력이 되길 바란다"고 말했다. 그는 또 "청년 관련 업무 부서가 분산돼 있다"며 "청년 부서 통합 관리와 집행부의 철저한 사업 추진을 당부한다"고 덧붙였다.

Councilman Lee Yong-chang (National Assembly, Guro-Seo District 2) spearheaded passage of an ordinance supporting businesses managed by entrepreneurs aged 18 to 39. The "Incheon Metropolitan City Youth Business Support Ordinance," approved by the Industrial Economy Standing Committee on December 1, establishes legal grounds for supporting youth-led enterprises based in Incheon under the Small and Medium Business Basic Act.
The ordinance defines youth business support across five areas: technology development and improvement, policy financing, product and service marketing and promotion, participation in domestic and international exhibitions and trade shows, and market development. Youth enterprises receiving excellent certification receive official certificates and gain eligibility for purchase promotion assistance. The ordinance also establishes the mayor's responsibilities, youth business support planning procedures, and certification methods.
"Many renowned conglomerates started as youth-driven enterprises filled with passion," Councilman Lee stated, adding "this ordinance will position youth businesses as growth drivers for the local economy." He further emphasized the need for integrated management of youth-related departments, noting dispersion across multiple agencies, and called for thorough implementation by the municipal government.
