고양특례시가 전 세대를 아우르는 맞춤형 일자리 정책으로 정부 부처 공식 평가에서 연이어 인정받았다.
시는 제21회 대한민국 지방자치경영대전에서 국무총리상을, 2025년 전국 지방자치단체 일자리대상에서 우수상을, 2025 대한민국 일자리 어워드에서 3년 연속 장관상을 수상했다. 이동환 고양특례시장은 "양질의 일자리는 도시의 미래를 결정하는 핵심 요소"라며 "산업 수요에 맞춘 교육프로그램과 취·창업 지원을 다각화해 고양시 특화산업에 적합한 인재를 양성하고 있다"고 밝혔다.
시는 현장실무 중심 직업교육훈련으로 교육-취업 연계를 강화하고 있다. 올해 고양맞춤형 일자리학교 운영에 1억3500만 원을 투입해 총 69명을 대상으로 물류현장실무자·건물종합관리 전문인력·화물운송물류 전문인력 양성 과정을 진행했다. 경기도 공모사업인 '지역산업 맞춤형 일자리창출 지원사업'에도 선정되어 1억5000만 원을 투입했으며 고양시 버스운전자 양성과 AI 활용 글로벌무역전문가 양성 과정 2개 사업을 통해 43명이 수료했다.
청년층은 올해 4월 개관한 청년복합문화공간 '내일꿈제작소'를 중심으로 약 2억3000만 원을 투입해 2795명이 19개의 진로탐색 및 역량개발 프로그램에 참여했다. 신규 사업인 '청년일자리 미래패키지'에 13억 원을 투입해 미래도약 청년일자리·미래드림 창업청년지원·미래드림 창업지원 3개 세부사업으로 청년 186명을 지원했다. 중장년층은 '신중년 경력형 일자리사업'으로 올해 26개 사업에 57명을 배치했으며 지난달 개최된 '2025 고양시 중장년 일자리 박람회'에는 35개 기업이 참여해 149명의 채용을 목표로 진행됐다. 노인층은 GS리테일과 협업하는 '시니어 동행 편의점'과 배움터지킴이·학교환경관리지원·학교급식도우미 사업 등으로 사회참여 기회를 확대했다.

Goyang Receives Three-Year Consecutive Minister's Award for Job Creation Policy
Goyang Special City earned consecutive official government recognition for its customized employment policies spanning all generations. The city received a Prime Minister's Award at the 21st Korea Local Government Management Convention, a Certificate of Excellence at the 2025 National Local Government Job Creation Award, and a three-year consecutive Minister's Award at the 2025 Korea Job Award. Mayor Lee Dong-hwan stated, "Quality employment constitutes the core element determining a city's future," adding, "We diversify education programs and job creation support tailored to industry demands, cultivating talent suited to Goyang's specialized sectors."
The city strengthens education-employment linkage through hands-on, practice-focused vocational training. It invested 135 million won in the Goyang Customized Job School program to provide training for 69 participants in logistics fieldwork, comprehensive building management expertise, and freight transportation logistics. Selected for Gyeonggi Province's 'Regional Industry-Tailored Job Creation Support Project,' the city invested 150 million won through two programs—Goyang Bus Driver Development and AI-Powered Global Trade Specialist Training—with 43 participants completing the courses.
Youth received support through the "Tomorrow Dream Workshop," a youth cultural complex opened in April, where 2,795 participants engaged in 19 career exploration and competency development programs with 230 million won invested. The new "Youth Job Future Package" allocated 1.3 billion won across three programs—Future Leap Youth Jobs, Future Dream Young Entrepreneur Support, and Future Dream Startup Support—assisting 186 youth. Mid-career workers participated in the "New Middle-Aged Career-Type Job Program," placing 57 individuals across 26 projects this year, while the "2025 Goyang Mid-Career Job Fair" held last month featured 35 companies targeting 149 hires. Seniors accessed employment opportunities through the "Senior-Accompanied Convenience Store" partnership with GS Retail and programs including Learning Keepers, School Environment Management Support, and School Meal Assistance, expanding social participation.
