인천시는 2023년 조례에 지정게시대 의무게시, 선거구별 4개 이내 제한, 혐오·비방 문구 금지 등을 담았지만 상위법과 충돌해 효력을 잃었다. 현재 2024년 1월 개정된 옥외광고물법은 읍·면·동별 2개 이내, 게시 기간 15일 이내로 규정하지만 인천시 전체 기준으로 최대 1만1,544개(156개 읍·면·동×37개 등록정당×2개) 현수막이 한 번에 게시될 수 있다. 주요 간선도로와 상업지역에 현수막이 집중되면서 도시미관 훼손과 강풍 시 낙하·파손 위험으로 보행자 안전 문제가 지속적으로 제기되고 있다.
◆국회 개정안 심사...법 개정 절차 본격화
국회 행정안전위원회 법안1소위는 2025년 11월 20일 옥외광고물법 제8조 제1항 제8호 삭제(정당현수막 적용배제 조항)와 금지광고물 기준 확대 등 개정안을 심사했다. 인천시는 법 개정 시 읍·면·동별 1개로 축소, 지정게시대 의무게시, 혐오·비방 문구 금지 등을 내용으로 하는 조례 재정비와 후속 조치를 신속하게 추진할 계획이다. 유정복 시장은 "정당현수막 난립은 도시 품격을 해치는 생활 불편 요소"라며 "중앙정부와 협력해 합리적인 제도 마련을 위해 계속 노력하겠다"고 밝혔다.

◆Current Law Exposes Limitations in Party Banner Regulation
Incheon's 2023 ordinance included designated posting areas, limits of four banners per electoral district, and prohibitions on hateful or slanderous language. The Outdoor Advertisement Act, amended in January 2024, restricts placement to two banners per county-township-district unit with 15-day posting limits. Incheon plans to revise its ordinance to reduce designations to one banner per administrative division, mandate designated posting areas, and prohibit hateful language upon law passage. Mayor Yu Jeong-bok stated, "Rampant party banners constitute inconvenience harming urban character beyond aesthetic concerns," adding, "We will continue collaborative efforts with the central government toward establishing reasonable institutional measures."
