◆ 보고회 개최, 탄소중립 정책 본격화

군포시의회 의원연구단체 '탄소중립 연구모임'이 지난 27일 최종 보고회 개최했다. 대표의원 이우천, 소속의원 이길호·이동한 주도 진행했다. 이 모임 탄소 배출 감축과 신재생에너지 확대를 위한 자치법규 제·개정과 행정조직 개선 방안을 발표했다.

◆ 조례 5건 제·개정, 행정조직 신설 추진

탄소중립 연구모임 조례 개정 2건과 신규 조례 제정 3건 추진한다. 개정 대상 조례는 '기후위기 대응 탄소중립·녹색성장 기본 조례'와 '공동주택 관리 조례'다. 신규 조례 3건은 '온실가스감축인지 예산제 운영 조례', '기후변화 대응 기금 조성 조례', '재생에너지보급 지원·촉진 조례'다. 아울러 탄소중립 전담 부서와 탄소중립이행책임관 직위 신설, 탄소중립지원센터와 탄소중립녹색성장위원회 운영 강화를 권고했다.

◆ 시민 참여 기반 확보, 단계별 추진 예정

이 모임 2024년 4월 구성 이후 7개 참여 단체와 협력했다. 군포지속가능발전협의회, 군포시민단체협의회, 군포시새마을회, 군포시 주민자치협의회, 군포시학교운영위원장협의회, 안양군포의왕시민햇빛발전사회적협동조합 등 지역 단체 함께했다. 이우천 대표의원 "시민 참여로 구체적 방안 도출됐다"며 "단기 이행 가능한 조례부터 시행하고, 행정조직 개편은 시 집행부와 협의해 점진적 추진하겠다"라고 밝혔다. 의장 김귀근 "입법기관의 역할로 탄소중립 실현 이바지하겠다"고 말했다.

◆ Final Report Convened, Carbon-Neutral Policy Moves Forward

Gunpo City Council's research group "Carbon-Neutral Research Group" held a final report session on the 27th. Representative Member Lee Woo-cheon led the proceedings alongside Members Lee Kil-ho and Lee Dong-han. The group presented plans for municipal ordinance revisions and enactments, plus administrative reorganization measures to reduce carbon emissions and expand renewable energy adoption.

◆ Five Ordinance Measures and Administrative Department Establishment Planned

The Carbon-Neutral Research Group pursues revision of two ordinances and enactment of three new ordinances. Target ordinances for revision include the "Basic Ordinance for Climate Crisis Response and Carbon-Neutral Green Growth" and "Apartment Management Ordinance." Three new ordinances cover "Greenhouse Gas Reduction Budgeting Ordinance," "Climate Change Response Fund Establishment Ordinance," and "Renewable Energy Supply Support and Promotion Ordinance." Additionally, the group recommends establishing a dedicated carbon-neutral department, creating a carbon-neutral implementation officer position, and strengthening operations of the Carbon-Neutral Support Center and Carbon-Neutral Green Growth Committee.

◆ Citizen Participation Secured, Phased Implementation Planned

The research group, formed in April 2024, collaborated with seven participating organizations throughout the city. Partners include Gunpo Sustainable Development Council, Gunpo Civic Organizations Council, Gunpo Saemaul Association, Gunpo Resident Autonomy Council, Gunpo School Operating Committee Presidents Council, and Anyang-Gunpo-Uiwang Citizens Sunlight Power Social Cooperative. Representative Member Lee Woo-cheon stated, "Concrete measures emerged through citizen participation," and pledged, "We will implement achievable ordinances in the short term and pursue gradual administrative restructuring through consultation with city administration." Council Chair Kim Gwi-geun added, "The legislative body will contribute to realizing carbon neutrality through its proper role."
