시흥시(시장 임병택)는 지역화폐 시루의 2025년 하반기 부정유통 일제 단속을 11월 24일부터 12월 12일까지 실시한다. 시흥시는 시루 할인율 확대에 따른 부정 결제·부정 환전 등 불법 행위를 선제적으로 차단하기 위해 이번 단속을 추진한다.
◆ 단속 대상 행위
시흥시가 적발하는 부정유통 행위는 세 가지다. 실제 물품 판매나 용역 제공 없이 시루를 취급하는 행위, 가맹점이 부정으로 수취한 시루의 환전을 대행하는 행위, 지류형 시루 결제를 거부하는 행위가 대상이다.
◆ 단속 방식과 제재
시흥시는 한국조폐공사와 합동으로 운영 중인 이상거래 탐지시스템에서 적발된 의심 거래를 현장 점검한다. 시루 누리집(si-ru.kr)을 통해 신청된 의심 가맹점도 현장 조사 대상이 된다. 부정유통 적발 시 위반 정도에 따라 계도하거나 가맹점 등록을 취소한다. 위중성에 따라 과태료 부과 등 행정처분도 진행된다.

◆ Comprehensive Crackdown on Illegal Distribution Launched
Siheung City (Mayor Lim Byung-taek) will implement a comprehensive crackdown on illegal distribution of the local currency Siru during the second half of 2025, from November 24 to December 12. The city launches this initiative to preemptively block illegal activities such as fraudulent payments and illegal exchanges resulting from expanded Siru discount rates.
◆ Targeted Illegal Conduct
Siheung City identifies three categories of illegal distribution conduct. These include trading Siru without actual sales of goods or provision of services, facilitating illegal exchange of Siru obtained unlawfully by individual merchants, and refusing payment in paper-type Siru.
◆ Inspection Methods and Enforcement Measures
Siheung City inspects suspicious transactions detected by the abnormal transaction detection system operated jointly with Korea Minting and Security Printing Corporation. Merchants reported through the Siru website (si-ru.kr) also become subjects of on-site investigation. Upon detection of illegal distribution, the city issues guidance or cancels merchant registration depending on the severity of the violation. Administrative penalties including fines are also imposed based on the seriousness of the offense.
